Both men are looking intensely at someone or something to their left. Behind them is another person, as if in line.
Second photo: An older man in a suit sits behind a table with a microphone. His fingers and thumb are lightly pressed together and to his lips, and his eyes are looking ahead. His expression shows he is listening, taking in information.
The two pictures are set so that it appears the man in the suit is listening to the man in the wheelchair testifying.

Caption reads: Wheelchair Rights

Left [first photo], handicapped persons, including Barry Gin, left, met with Regional Transportation District officials Tuesday to discuss the use of wheelchair lifts on buses. Holding the microphone for Gin is Eloy Espinoza. Above [second photo], Lowell Hutson, RTD board chairman listens as members of disabled community argue that not putting wheelchair lifts on the new buses is a violation of their civil rights.
