A large crowd of protesters fill most of the street in front of a large city building. Most are in wheelchairs but there are walking people there too, as well as camera people and other media types. In a corner of the foreground a group of police officers in dark uniforms and caps, cluster in formation facing the protesters. The protesters are ignoring them. George Cooper (in a manual chair and white hat) talks with two other wheelchair users. Behind them you can see left shoulder of George Roberts (in green T-shirt) being pushed by someone.
