On the far left and in the center of the photo, protesters lift manual wheelchairs over the barricades. In the center, police push the wheelchair back toward the crowd. Below them, by their feet, several protesters are crawling under the barricades. One officer is trying to keep them back. On the ground further back in the photo, you can see the legs of one protester who is on the wet ground, having made it all the way under the barricades.
