I understand that the proposal recently has reached your office. The handicapped traditionally have had extreme difficulty finding suitably constructed housing located near necessary medical facilities. As Mr. Antonitsch points out in his proposal, housing the handicapped in nursing homes has proven unsatisfactory. Constructing a facility such as the Atlantis Community will help encourage their assimilation into society by providing a specialized rehabilitation center. Atlantis will fill needs that otherwise would be neglected. I urge your acceptance of Mr. Antonitsch's program. It is a giant step toward a long overdue goal -- helping the handicapped become full and productive members of society. The Washington Post: AROUND THE REGION, November 1st, 1984 [Headline] Disabled Protesters Block Bus at Transit Meeting Site About 15 handicapped protesters, most of them in wheelchairs, blocked a chartered bus in front of the Washington Hilton Hotel yesterday, the site of an American Public Transit Association convention, to protest the lack of access for handicapped persons to buses nationwide. The hour-long demonstration was the second staged here in the past four days by a group called the American Disabled for the Accessible Public Transit. On Thursday, a dozen protesters stopped rush-hour traffic in front of the White House by blocking seven Metrobuses. Yesterday, the protesters encircled a charter bus that was to take about 50 spouses of conventioneers on a tour of the city, according to convention speaker Albert Engelken. He said that the bus remained in front of the hotel's T Street NW entrance for about an hour while police negotiated with demonstrators. About 2 p.m., the riders disembarked and went back into the hotel. Engelken said. He said the demonstrators dispersed soon afterward. - ADAPT (385)

U.S. to mandate bus service for disabled By The Associated Press WASHINGTON — The government announced plans yesterday to require that all federally aided bus systems buy only vehicles that are accessible to the disabled and provide special door-to-door transit for those who can’t make it to bus stops. Requiring both access and special services for all systems is expected to “increase significantly the amount and quality of service available to persons with disabilities,” said a Transportation Department announcement. In Denver, all buses owned by the Regional Transportation District are equipped with wheelchair lifts, and the district also provides a door-to-door service for handicapped riders. Groups representing the handicapped praised the Washington announcement and a transit industry spokesman said bus companies are prepared for it. The proposed rule, expected to become final in September after a period for public comment, would match some of the requirements of legislation pending in Congress and meet the key transportation demands of disabled-rights activists. More than 150 people were arrested in two incidents last week during demonstrations in Washington for the Americans With Disabilities Act. “The Bush administration is committed to policies that will ensure that people with disabilities have the opportunities available to other persons to use our mass transit system,” said Transportation Secretary Samuel Skinner. Announcement of the proposed rule met the requirements of a Philadelphia federal court order that required the department to examine and change existing regulations but did not mandate what the changes should be. Tues., April. 7, 1987, The Phoenix Gazette Title: Vice mayor derides disabled group's tactics By Pat Flannery, The Phoenix Gazette Vice Mayor Howard Adams denounced the tactics of a group of wheelchair activists protesting in Phoenix, saying their actions cloud the “tremendous job” the city has done to make public transit accessible to the disabled. The American Disabled for Accessible Public Transit has staged several protests in the city to dramatize its demand that all public transit buses in the nation be equipped with wheelchair lifts. On Monday, about 30 wheelchair-bound protesters blocked two entrances to the Mansion Club in an effort to prevent 40 American Public Transit Association conventioneers’ spouses from attending a luncheon there. The delegation had arrived via a taxpayer-supported Phoenix Transit charter bus. In a later incident at the Hyatt Regency Hotel in downtown Phoenix, police said five protesters were arrested and charged with disorderly conduct. The were: Marilyn Golden, 33, of Oakland, Calif.; Arthur Campbell Jr., 43, of Louisville, Ky.; Kenneth Heard, 36, of Denver; Chris Hronis, 47, of Haywood, Calif.; and Robert Conrad, 38, of Dallas. ADAPT has staged protests in every city in which the APTA - an industry lobbying group — has held a major convention. The APTA is holding its Western regional conference this week at the downtown Hyatt Regency. “Arizona and Phoenix have absolutely nothin to be ashamed of,” Adams, who himself uses a wheelchair, told the editorial board of The Phoenix Gazette and The Arizona Republic Monday. “At this point, disruption doesn't serve the cause," Adams said. The Phoenix Mayor's Committee on Employment of the Handicapped has taken the same position, saying in a position paper that it endorsed the protesters’ goal but not their methods. “The type of demonstration usually conducted by ADAPT serves only to shed a very negative light on a very worthy cause," committee chairwoman Michelle Goldthwaite wrote. APTA has been ADAPT’s primary target since 1982, when APTA successfully fought a federal regulation requiring all city transit systems to equip at least half their buses with lifts to qualify for federal funds. But Adams said the local protests could unfairly malign the city's efforts to meet the needs of the Valley's disabled. "l would hate for the public to think overall that this is aimed at Phoenix," he said. City transit director Richard Thomas said Phoenix is doing “reasonably well" to accommodate the needs of the disabled through a mix of lift-equipped buses, “dial-a-ride” vehicles and an experimental program in which private transportation for the disabled is subsidized by the city. - ADAPT (85)

RTD Chief Is Given Wheelchair Handicapped Want Official to Experience Bus Problems First By JUDITH BRIMBERG Denver Post Staff writer To promote sensitivity “from the top," Denver's disabled community on Wednesday gave RTD‘s executive director, L. A. Kimball, a wheelchair and urged he ride the bus in it at least once a week. Kimball accepted the chair “in that good spirit“ and promised to use it as time allows. He refused to tell reporters exactly when he would simulate the plight of the handicapped. The exchange occurred at the first of a series of meetings mandated by a court settlement of a dispute between RTD and some handicapped Denver residents. More than 80 handicapped people or their representatives attended the session, held at the Plaza Cosmopolitan Hotel in downtown Denver. The handicapped had objected to the transit agency's reversal of a decision to install wheelchair lifts on 89 articulated buses which will go into service next year, pointing out federal funds are available to pay 80 percent of the cost. Those funds will remain unspent. Until RTD decides upon another operational use for them or the federal government takes the money back. Kimball has acknowledged. Disabled Protesting Lack of Access to Buses Win Partial Victory from page B1 [we don't have part one of this story] ...it was the best they could hope for at present and agreed to stop blocking the building's doors and elevators. More than 100 people, most of them in wheelchairs, participated in the protests Monday and Tuesday. ADAPT members had planned to maintain a symbolic presence at the building after the agreement was reached, but no protesters were visible inside the facility Tuesday night. Authorities had attempted to eject protesters from the building Monday evening, but President Bush intervened and let them spend the night inside rather than send them out into the rain. During the lunch hour Tuesday, before the settlement was reached, tensions escalated between demonstrators and the building's employees. Protesters blocked elevators on the plaza level, forcing office workers and visitors to climb the stairs in the 26-story building. Security guards, who until then had stood by and watched, donned blue surgical gloves and forcibly removed some protesters from the elevators so people could pass. Having equal access to public transportation is a goal disabled people say they have fought years to attain. By denying able-bodied people access to the federal building was a way of underscoring the barriers they have in their daily lives, protesters said. But some people viewed the demonstration as an inconvenience and not as a tactic to gain rights for the disabled. "l wasn't their momma, and I didn't have them and l'm not God, so why do I have to put up with this?" argued one woman. Rhonda Lester of Denver, whose 5-year-old son was among the protesters, got into a face-to-face shouting match with her. After security officers stepped in, Ms. Lester said she understood the woman's point. "But she has to understand ours," she said. “Where would blacks be without protests?“ Although 35 percent of the nation's 50,000 buses have wheelchair lifts, handicapped persons say, they sometimes have to wait at a bus stop for an hour before one comes by with a lift or a bus driver who knows how to operate it. - ADAPT (291)

Bradley said he was lobbied by the Denver-based ADAPT to cancel his speaking engagement at the convention, but, after checking with Mayor Young and investigating ADAPT and its tactics, he decided he couldn't support the group. Bradley said he also checked with civil rights leader Rosa Parks, who canceled an appearance at a downtown ADAPT parade Sunday, saying she disapproved of their tactics. Mayor Young, in a press conference after his welcoming remarks to the convention, defended the city's efforts to provide wheelchair lifts on buses. He said the protesters, who have staged similar demonstrations at previous APTA conferences, using "Sabotage and sensationalism" to take "advantage of their disabilities tothrow themselves in front of buses. That's not the way to win co-operation." Young said the city recently bought 100 new buses, 20 of which were lift-equipped. "Rumpelstiltskin could make gold come out of straw," he said. [Headline] Handicapped complain to RTD More than 1,000 handicapped Denver bus riders cannot visit the Boulder Mall and other distant destinations by public transportation because the buses used by the Regional Transportation District on those routes cannot accommodate their wheelchairs, representatives for the handicapped told RTD on Tuesday. "It's a very touchy subject with disabled persons who feel trapped within the metropolitan area," Mark Ball told RTD directors during a public budget hearing. The hearing was the public's chance to discuss the agency's budget before it is adopted by the directors. Only a handful of people attended the 30-minute hearing. 'You’re going to have to come up with an over-the-road bus with a (wheelchair) lift," he said. “Boulder isn't very far for you, but I wouldn't want to do it in an electric wheelchair. Half asked the board to require that all new vehicles be equipped with lifts and other features for handicapped riders. In the past year, RTD mechanics have worked to improve the design of wheelchair lifts fitted to some buses used on busy Denver routes, officials said. But RTD assistant general manager Mike Smith said "there is not a high-degree of interest" on the part of bus manufacturers to mass-produce an over-the-road vehicle with lifts, extra-wide aisles and low ground clearance suitable for handicapped riders. The sensitive subject of handicapped access to public transportation will be raised again next week when representatives of ADAPT, a handicapped-rights group, will address the national convention of the American Public Transit Association at the Denver Hilton.
