Public transit officials lament riders defecting to suburbia By Walt Gibbs Of the Examiner Staff 9/27/87 More than 15,000 mass-transit officials from around North America have descended on Moscone Center to debate how bus and train agencies can survive in the age of suburbanization — the age of the auto. "Ridership is now at the level it was in the mid-1960s and half of what it was at the end of World War II," Robert Kiley, head of a national committee studying the future of transit, told members of the American Public Transit Association Monday. He also said transit systems are running further in the red than they did in the past. In 1965, he said, the average passenger fare covered all but 2 cents of the actual cost of a ride; in 1987, the fare is 90 cents short of paying for the ride, and subsidies make up the deficit. "We're at a critical point in our industry's history," said Kiley, chairman of the Metropolitan Transportation Authority of New York. The reason is demographic change, he said. People used to live in the suburbs and work downtown, Kiley said. But as traditional industry wanes and the service economy booms, job centers are springing up in low-density suburbs served poorly by mass transit. Some major corporations in San Francisco, including Bank of America and Pacific Bell, have moved offices to the East Bay and Marin County. Golden Gate Transit, AC Transit and BART are all grappling with ridership declines attributed partly to such changing commute patterns. But these and other Bay Area agencies this week have shined up their buses and train cars and laid aside their local problems to serve as hosts. A prototype of BART's new "C" cars, which will help double the system's capacity, was on display. So was a model car of San Jose's new light-rail system, dubbed SCAT for Santa Clara County Area Transit. Glistening buses representing almost every Bay Area agency streamed past the entrance to the convention hall, where 425 exhibitors from 15 countries showed off the latest in transit technology. "The people of the Bay Area can be justifiably proud," said APTA Chairwoman Reba Malone of San Antonio, admiring everything from the cable cars to BART. Municipal Railway General Manager Bill Stead introduced a nine-minute film, paid for by Bay Area transit agencies, that he said made the regional bus and train network "look like Disneyland." In fact, he said, the 7,000-mile system is a "world-class work horse" serving 1.6 million passengers a day. Only New York and Chicago exceed the Bay Area in the percentage of commuters who use mass transit, he said. In the streets outside the convention, meanwhile, hundreds of disabled demonstrators continued protests demanding full access to the nation's transit facilities. A group called the September Alliance for Accessible Transit has been conducting civil disobedience protests since Sunday by blocking buses or the paths of convention goers. On Tuesday, about 25 demonstrators, mostly in wheelchairs, blocked the cable car line on Powell Street near Market. The transit line was left idle for about 40 minutes as a noontime crowd watched protesters block the cable car's path or get off their wheelchairs and lie on the cable Car turnaround. As of 1 p.m., at least 15 people had been arrested. Fifty-six protesters were arrested Sunday and Monday, mostly on charges of deliberately blocking sidewalks or streets. Demonstrators staged a noisy protest Sunday night in front of City Hall that ended with the arrest of 22 people, 16 of them in wheelchairs, for obstructing traffic. One protester, who was not in a wheelchair, was charged with knocking a police officer to the pavement. The first arrests Monday came after demonstrators, many in wheelchairs, blocked an entrance to Moscone Center where shuttle buses deposited delegates to the transit group's convention. The Phoenix Gazette, Monday 3-30-87 [This article is in ADAPT 338 and 337 but the entire text has been included here for easier reading] Title: Wheelchair Activists to Picket in Phoenix By Pat Flannery Phoenix will be the next stop for a traveling road show that, despite its mayhem, carries a message that has stirred debate across the country. About 150 wheelchair-bound members of American Disabled for Accessible Public Transit will converge on the downtown Hyatt late this week to picket the Western Public Transit Association, which will be in Phoenix April 5-8. If ADAPT’s performance in more than a half-dozen cities over the past several years is any indication, Phoenix may witness militant wheelchair-riders defying police and transit officials by chaining themselves to city buses, obstructing routes, throwing their bodies onto the steps of buses unequipped with wheelchair lifts and generally raising havoc to make their point. The Denver-based ADAPT, according to organizer Michael Auberger, is a single-issue advocacy group with one goal: putting a wheelchair lift on every bus in every transit system that receives federal transportation funds. And it will go to great lengths to dramatize its goal. "That’s the issue, right there,” Auberger said. “As disabled people, we have the right to ride a bus down the street just like everybody else.” And the right to go to jail like other unruly demonstrators, Phoenix police say. Though Auberger said ADAPT members will meet with police and city officials on arrival to “lay down the ground rules,” neither he nor police are overlooking the possibility of arrests. “We’re looking at all scenarios, including making arrests if pushed to that point,” police spokesman Sgt. Brad Thiss said. “We’ve talked to other police agencies, and historically their goal is to get arrested...and they haven't let up until it occurs. “All we can really say is we're prepared for any contingency.” ADAPT has focused its animosity since its creation in 1982 on APTA. That year the U.S. Supreme Court struck down as too broad a federal regulation requiring all city transit systems to equip at least half of their buses with lifts. The challenger of the regulation was APTA. “They (ADAPT) want each and every bus in the U.S. to be lift-equipped for wheelchair bound people,” Albert Engelken, deputy executive director of APTA, said. “We want those decisions made locally, not nationally. We've never been against wheelchair lifts for buses, but we’re strictly for local decision-making.” Local factors include the cost of equipping buses with lifts, the availability of “parallel” services such as paratransit vehicles for the disabled, and the ability to provide adequate service with the more expensive equipment. In the end, Auberger argues, there is no excuse for denying disabled people access to every bus on which members of the general public ride. “The number of disabled people is constantly increasing, and by the year 2000 it’s going to double again,” Auberger said. “Eighty-five percent of the disabled population is unemployed, and this is a big factor. It allows you to live where you want, work where you want. It gives you options. You can participate in the community.” Whether the kind of protest that has appeared in other cities materializes in Phoenix depends on what ADAPT finds after arriving, said Auberger, who visited the Valley in February. The Regional Public Transportation Authority earlier this month adopted a broad policy statement promoting, among other things, the use of wheelchair accessible buses on all fixed routes. “That takes them out of the view of being an adversary," Auberger said. “lt’s obviously a growing system, and realizing it’s a regional system... that’s the way it should be." The Phoenix public transit department has not adopted such a policy, though director Richard Thomas said more than 10 percent of the 327 buses serving Phoenix are lift-equipped. In addition, about half of the city's paratransit fleet is so equipped. Auberger said the Phoenix bus system could be a protest target if it does not adopt a policy, which Thomas said is virtually impossible given the timing. Likewise, Auberger said Phoenix Mayor Terry Goddard may be targeted because he refused to meet with ADAPT members to discuss the issue. The end - ADAPT (337)

The Phoenix Gazette Thurs., April 9, 1987 Title: Disabled group ends four days of protests By Scott Craven The Phoenix Gazette Members of American Disabled for Accessible Public Transit ended four days of protest with a show of unity in front of a downtown Phoenix hotel while expressing concern for 29 colleagues still in jail. Members proceeded single file for several blocks chanting “access now” before assembling in front of the Hyatt Regency Wednesday night. ADAPT wants to see wheelchair lifts installed on all buses and is in Phoenix to protest during the convention of the American Public Transportation Association. The conventioneers are staying at the Hyatt. Organizers said the protests, which resulted in more than 60 arrests since Sunday, were successful in bringing the transportation problems of the disabled to the forefront. But with ADAPT members scheduled to leave today, many worried about the fate of the 29 who remained in jail Wednesday night. “We came here, accomplished what we set out to do and now we want to go home,” said Mike Landwehr, an ADAPT member from Chicago. “But not all of us are being allowed to do that.” Landwehr said that in the past protests, city officials had allowed those in jail to be released on their own recognizance once the demonstrations were over. He said he expected the same thing to happen today “although you can never be sure.” Country sheriff’s spokesman Cpl. Joe Rossano said most of the 29 in jail were being held in lieu of $150 bonds after they were arrested Tuesday for investigation of trespassing. Police spokesman Sgt. Arizona Republic Saturday, April 11, 1987 Title: Wheelchair Activists are Released from Jail By J.F. Torrey The Arizona Republic Sixteen wheelchair activists who had blocked city buses and picketed a transportation convention earlier this week were released Friday after three days in jail. The 16 pleaded no contest to a variety of misdemeanor charges, including trespassing and obstructing a public thoroughfare. Phoenix Municipal Judge Michael Lester sentenced the defendants, all members of the Denver-based American Disabled for Accessible Public Transit, to three days in jail. They were credited with the three days they had served and released. Phoenix police made 73 arrests this week of people in wheelchairs who had blocked buses and disrupted meals and meetings held in conjunction with the Western meeting of the American Public transit Association. The 16 released Friday had been arrested Tuesday after they rolled their wheelchairs in front of buses at the downtown Phoenix Transit System terminal and several other bus stops. The group wants all mass-transit buses equipped with lifts for handicapped passengers. A number of those jailed Wednesday had been arrested at the earlier demonstrations, and it is common for people arrested a second time on misdemeanor counts to be jailed, said Sgt. Brad Thiss, a Phoenix police spokesman. The hearing for 14 of the defendants was held in a room at Maricopa County Durango Jail because of the difficulty of transporting the defendants to the Madison Street Jail, where hearings usually are held. Two protesters held at Madison Street were released Friday night. Joe Rossano, a spokesman for the county Sheriff’s Office, said that inmates usually are held at Madison Street but that the group of 14 protesters was brought to Durango so they could be kept together and have more exercise room. “We wanted to keep them all in one spot,” he said. “This is a nice, low stress jail. It’s nice and airy. They had access to a patio, outside. If you have to go to jail, go to Durango.” However one of the defendants, Robert Kafka, 41, said near the end of the hearing that the protesters had filed nine grievances against Durango, alleging improper medical care. “It’s an abomination that this jail accepted handicapped people when they were not able to take care of them,” Kafka said. Earlier in the day, Rossano said that the handicapped inmates had received double mattresses and that those with bedsores had been given sheepskin covers. Kafka said no sheepskin covers were handed out. When the hearing bean, Lester ordered it closed to everyone but court personnel, attorneys and defendants because of the small size of the room. After reporters covering the hearing protested and Lester consulted with M. Louis Levin, the presiding judge of Phoenix Municipal Court, he allowed the press to attend the hearing but barred supporters of the defendants. Ken Skiff, a court-appointed attorney for the defendants, said, ‘I had them all read the police reports and they agreed that they were accurate , and I felt that the sentence would be appropriate because there would be no fine and no probation.” Tom Timmer, a deputy city attorney who prosecuted the case, said he agreed to the plea agreements because “this is the best resolution for all concerned.” Police on Sunday night arrested 29 people in wheelchairs who were blocking entrances to Rustler’s Rooste restaurant at the Pointe at South Mountain. Conventioneers were attending a steak fry at the restaurant. On Monday, five protesters were arrested outside the downtown Hyatt Regency hotel for continually blowing their wheelchairs’ horns. On Tuesday, 39 more arrests were made of protesters who blocked buses at the downtown terminal, at First and Washington streets, and at several other sites, including bus stops at the Capitol and Central Avenue and Van Buren Street. - ADAPT (331)

[Headline] Demonstrators ride paddy wagon, not buses By Yvonne Duffy When Mike Gambatto retired from the Detroit Police Department after an on-the-job injury, he probably never thought that one day he would be arrested for obstructing traffic on a public street. He felt so strongly about the importance of Detroit buses being accessible to persons with disabilities, however, that on the morning of November 23 he drove from Lansing to downtown Detroit to join other demonstrators, most of whom were users of wheelchairs or three-wheelers. In 1987, Gambatto was one of the plaintiffs in a class action suit in which the Wayne County Circuit Court ordered the Detroit Department of Transportation (DDOT) to purchase and maintain lifts on their buses and awarded $2.5 million in damages to the more than 1,110 people eventually included in the suit. This protest occurred because this October the MI Court of Appeals overturned the earlier decision, ruling in favor of DDOT and eliminating the monetary damages. The group of about twenty-five huddled at the intersection of Woodward and East Jefferson in hooded jackets, mufflers, mitts, and occasional afghans under a sullen grey sky punctuated by freezing rain and snow flurries. As the traffic light turned red, Gambatto and nine other chair and cart users rolled onto the road to arrange themselves so that when the light changed, traffic was completely blocked on the busy downtown street. Horns honked, and a few drivers got out of their vehicles. One driver, upon learning that the protestors were demonstrating for their right to use the city buses like everyone else, exclaimed, “I’m with you!” raising his hand in the victory sign as he returned to his car. The police were ready. Within minutes, the sergeant in charge approached Frank Clark, a post-polio retiree with a long history of activism to make Detroit more accessible, and informed him that if the group did not return to the curb they would be arrested. When they refused, the paddy wagon, which had no lift, was brought in, and officers began hoisting up the chair users. The chair of one tipped perilously to one side as he was loaded into the van. Gambatto asked to be lifted in separately from his three-wheeler, which sometimes comes apart when lifted. An assisting officer asked if Gambatto had been injured in the line of duty. The fourteen-year veteran of the force explained that a nerve in his neck had been injured when he had attempted to break through a chained door to apprehend a man who had just stabbed a little girl, resulting in a multiple sclerosis-like condition. The officer, visibly moved, replied, “I never actually met a policeman that was hurt on the job before. This hurts- it hits home.” Gambatto was elated about his participation on the demonstration. “I felt like we were doing something worthwhile out there,” he said. “We weren’t breaking a law just to break a law. We were making a point that really needed to be made- that the buses are inaccessible in the City of Detroit.” As mobility Coordinator at Michigan State University’s Program for Handicapper Students, he has become even more keenly aware of the financial and social costs of failing to make public transportation to accessible. “Instead of buying [unreadable], we, as a society, are paying for people to stay home- often for their whole lives. We waste human minds because we’re too cheap to buy wheelchair lifts.” The demonstrators were driven a few blocks to police headquarters where they were given the option of receiving tickets. During the two hours it took for processing, they were held in an unheated storeroom off the garage. There were no accessible restrooms. Nevertheless, there was general agreement among the demonstrators that the Detroit police displayed exemplary sensitivity and courtesy during the arrest and booking. “They were nice to the point of graciousness,” said Verna Spayth of Ann Arbor, an organizer of the action. According to Spayth, the police sergeant, whose late brother had been a polio quad, seemed aware that by his decision to arrest, he rescued them from the freezing rain and, at the same time, attracted attention to their protest by making it a newsworthy event. Ironically, George Harrison, a Detroit resident for 25 years and a wheelchair user for the last six, almost never made it to the protest because the bus driver did not know how to operate the lift. He was fortunate that a more knowledgeable bus driver riding to work came to his rescue. When Roger McCarville of Ortonville, whose both legs were amputated, heard about Harrison’s experience, he “knew he was in the right place.” Citing accessible public transportation as essential for a quality life, McCarville, who owns a company, Handicap Transportation, which carries people with disabilities to non-emergency medical appointments, says, “Lives go beyond medical. There’s a whole social aspect out there, and there’s no service available.” Many who live outside the metropolitan area put themselves on the line to demonstrate unity with their brothers and sisters with disabilities even though they personally did not need the service. For Spayth, Advocacy Coordinator at the Ann Arbor Center for Independent Living, who, last fall, chained herself with several other to buses in downtown Detroit but was not arrested, every opportunity to forge a sense of community is precious. She says, “Whether you get arrested or not, once you’ve chained yourself together with other people with disabilities, it’s totally impossible to look at those people again as separate individuals. Even without words, a bond is created there.” Scott Heinzman of Livonia, adds, “Even though I’m not expecting anything, there could be a time when I might need the help of people in other communities to bring attention to an issue.” For Heinzman, participating in the protest was important for other reasons. Sharing the view that Detroit has been hurt by the mass exodus to the suburbs, he feels that, as a suburban resident, he wants to give something back to the city. “People are people everywhere,” he says, “and if there are problems, problems can be solved.” Heinzman serves on the Advisory Council of the Great Lakes Center for Independent Living, whose offices are in Detroit. A 28-year-old quad, he is also bringing much-needed exposure of children to people with disabilities, through his activity with the Boy Scouts and his local Parent Teacher Organization. Ray Creech, a Canton resident, wanted to “show support for the people in Detroit who really need it [accessible transportation].” Occasionally, when he visits Trapper’s Alley or Greektown, he has tried to use the buses with mixed success. Spayth vocalizes a feeling shared by many in the disability movement: “The easy answer is that when we fight for disability rights anywhere, we fight for them everywhere, but, for me, it goes deeper than that. Every once in awhile, I feel the need to express my anger against my oppressors. What happens next in the fight to make DDOT buses reliably accessible and restore the monetary damages awarded by the lower court three years ago? The next step in the judicial process, according to Justin Ravitz, attorney for the plaintiffs, is an appeal to the Michigan Supreme Court. If the justices “have any sensitivity or allegiance to the law, they will surely hear our case,” he says. This process could take months or even years, however. Meanwhile, Detroiters with disabilities want to ride. Below is a second article that is included here.] Non-violent civil disobedience effectively promotes change By Verna Spayth Power is not inherently violent, however, in governmental form it is often expressed in a violent manner. Governmental power is maintained through the agreement of the oppressed and the tacit compliance of the majority of the governed. Any significant withdrawal of that compliance seriously restricts, or even removes, governmental control. Apathy in the face of injustice is a form of violence. Struggle and conflict are often necessary to correct injustice. Our struggle is not an easy one. We must not think of nonviolent civil disobedience as a safe and easy way to fight our oppression. The strength comes from our willingness to take personal risk without threatening others. When a compliant majority sees us risking our personal safety and health for our cause, they will be forced — perhaps for the first time — to confront their stereotypical images of people with disabilities and to begin to change those images. However, it is essential that we separate the individual from the role played. Non-disabled people are not the enemy. The “enemy” is the system that forces people into the roles of oppressed and oppressor. A nonviolent campaign must focus on the issues and the system, rather than on the personalities involved. Nonviolent direct action is an attempt to produce change. It should be treated like a conversation where one is communicating a particular message. We should always be willing to listen and learn from the other side. If we treat our opponents with honesty and respect, our truth will be easier for them to hear. Avot d’Rabbi Nathan has suggested that the “strongest of the mighty” is the one who “makes a friend out of an adversary.” We must begin to confront and move beyond our own personal fears. There is true strength and power to be found when we come together. Pandit Nehru described the core of Gandhi’s campaign for Indian self-rule this way: “It was against this all-pervading fear [of British repression] that Gandhi’s quiet and determined voice was raised: BE NOT AFRAID.” - ADAPT (329)

Although the American Public Transit Association convention is not scheduled to begin until Sunday, 20 officers Friday blockaded Monroe Street by the Hyatt. In addition to the officers, two police buses were at the scene, which police spokesman Ken Johnson said would be used, if needed, to take protesters to jail. The protesting group, American Disabled for Accessible Public Transit, plans to picket the convention to demand installation of wheelchair lifts in every bus and transit system that receives federal transportation funds. The group says efforts by the APTA to install equipment for the disabled have been unacceptable. The group has held similar protests in other cities across the country. Members have chained themselves to buses, obstructed bus routes, thrown themselves on to the steps of buses without lifts and generally raised havoc. The conference is scheduled to run until Wednesday. ADAPT organizer Michael Auberger said he is trying to draw 150 people together to participate in demonstrations throughout the week. “I can’t imagine why the police would be there today (Friday), especially in that location,” Auberger said. “I met with the police chief, and I didn’t tell him anything that would lead him to believe we were going to demonstrate today.” Johnson said police chief Ruben Ortega met with Auberger to help minimize any problems that might arise but said Auberger did not outline any plans for his groups protest. “We understand they (ADAPT) have a right to demonstrate just as anybody else would, but were going to make sure the demonstration is done lawfully and peacefully Johnson said.” Past ADAPT demonstrations have led to numerous arrests. “We would rather not make any arrests, but we will if we're forced to,” Johnson said. “This is something between them (ADAPT) and the transit people and we don’t want to be caught in the middle. Title: Wheelchair activists block restaurants Compiled by The Gazette About 100 members of a militant group of wheelchair-bound activists blocked the roads and entrances to a restaurant Sunday night in an attempt to keep people from attending a steak fry put on by the American Public Transit Association. Phoenix police arrested 27 protesters. They were taken away in handicapped-accessible vans, cited for trespassing and released, police said. Police were continuing to monitor the American Disabled for Accessible Public Transit groups today, with a command post at the Civic Plaza. Adams Street, next to the Hyatt, remained blocked and about 20 officers were stationed there. Chanting and carrying placards Sunday, members of ADAPT lined up across two roads, a stairway and the doors, including the handicapped entrance to the restaurant at The Pointe at South Mountain resort. The 450 people attending the APTA convention arrived in six Phoenix buses. Some were forced to scramble up a steep gravel incline and enter through the kitchen. Others walked up the back driveway. “We plan to be here all week and to inconvenience you as much as we can,” called out one protester, who was blocking the stairs. Earlier in the day, protesters had picketed at the Hyatt Regency, where the conventioneers are staying. The protesting group, known for demonstrations on behalf of the handicapped, wants all public transit to be accessible to the wheelchair-bound. “I think they have a just cause, but I think they are carrying it to an extreme,” said Bob Hocken, general manager of the Phoenix Transit System, who walked up the hill from the lower parking lot because the stairway was blocked. After speaking to the restaurant’s manager, the group agreed to let staff, supplies, and the restaurant’s shuttle buses pass. The restaurant sent a waitress out to serve ice water. Richard Worth, a spokesman for the Regional Public Transportation Authority in Phoenix, said all of the buses currently on order “will offer wheelchair accessibility.” Of the 54 bus routes in metropolitan Phoenix, eight offer wheelchair accessibility, Worth said, and 49 of the city’s 350 buses, or 14 percent, are wheelchair accessible. Handicapped ridership on Phoenix’s routes is estimated at 509,000 per year, or 3 percent of total ridership, he said. - ADAPT (327)

Torrey The Arizona Republic [This is an article that appears in ADAPT 326 and 325, but the entire text has been included here for easier reading.] Excessive wheelchair horn-honking led to disorderly conduct arrests of five members of the American Disabled for Accessible Public Transit on Monday afternoon in front of the downtown Phoenix Hyatt Regency. The arrests came from a frustrating morning for members of the group, which is in the city to protest the policies of the American Public Transit Association. The association is holding its annual Western meeting at the Hyatt. ADAPT would like to see the association, a trade group of public-transit-system officials, adopt a policy recommending that all public buses be equipped with lift systems to accommodate wheelchair-bound passengers. The arrests began at 3:41 p.m. after ADAPT members refused to stop blowing the horns on their electric wheelchairs. Four of the five people arrested were arrested Sunday at another demonstration. Phoenix police Lt. Ted McCreary led a half-dozen plainclothes officers over to the group of horn blowers, who were at the northern end of a line of 48 wheelchairs and a baby carriage that the protesters had assembled in front of the Hyatt. The group had spent more than an hour chanting and singing outside the hotel when McCreary made the attempt to silence the horns, which had been blowing intermittently during the demonstration. As police closed in, the original group stopped blowing the horns, only to be surrounded by other demonstrators in wheelchairs who began blowing theirs. Police eventually identified a demonstrator they planned to arrest, only to be surrounded by the rest of the demonstrators in wheelchairs, an action that made it difficult for police to move the suspect to a waiting lift-equipped van. McCreary later expressed frustration at the problems involved in policing the demonstration. "None of this is ever good,” he said. “We’re never in a winning position.” One of those arrested, Marilyn Golden, 33, of Oakland, California, complained that police had broken an agreement reached with ADAPT members in Monday’s arrests. “We were told that if we were going to be arrested, we would be warned,” Golden said. “I wasn’t, and I don’t even know what they’re arresting me for.” Sergeant Ken Johnson, a police spokesman, said he was not aware of the agreement to provide a warning. “Certainly there is no legal requirement that we give a warning,” Johnson said. “Maybe she couldn’t hear it because of the horns.” Earlier in the day, at a demonstration at the Mansion Club near the Arizona Biltmore Hotel, Sergeant Brad Thiss, another police spokesman, expressed similar sentiments as nearly 30 plainclothes officers approached a group of demonstrators who were attempting to block access to a luncheon of spouses of association members. When asked why only a few officers were in uniform, Thiss replied, “We’re trying to soften our image a little bit. Of course, how can you soften your image in wheelchairs into vans and arresting them?” The Mansion Club luncheon protest did not result in any arrests because those attending walked to the restaurant. ADAPT organizer Mike Auberger said that the protest achieved its goal because no buses passed the group’s line. “We want the function to go on as it would,” Auberger said. “We just want the people to experience the same convenience that handicapped individuals do.” After a brief standoff at a bridge over a Salt River Project canal, Auberger led the group back to a parking lot at the Biltmore Hotel where they surrounded a Phoenix Transit Authority bus they believed was to take association spouses back downtown. The bus turned out to be a decoy, and the spouses took a second bus back to the Hyatt. Thiss said the department will not calculate the expense of policing the convention until it is over. “For now, all I can say is the costs are enormous,” he said. Police arrested 26 ADAPT members Sunday for trespassing at Rustler’s Rooste, a southeast Phoenix restaurant where association members were attending a banquet. Those arrested were released later after being given a written citation. One protester, Clarence Miller, whose age and address were unavailable, was arrested for one count of aggravated assault on a police officer, a felony, and booked into Maricopa County Jail. ADAPT’s Auberger said Miller was required to post $1,370 in bail before being released Monday. Auberger, who said Miller is retarded, faulted the arrest. - ADAPT (325)
