Public transit officials lament riders defecting to suburbia By Walt Gibbs Of the Examiner Staff 9/27/87 More than 15,000 mass-transit officials from around North America have descended on Moscone Center to debate how bus and train agencies can survive in the age of suburbanization — the age of the auto. "Ridership is now at the level it was in the mid-1960s and half of what it was at the end of World War II," Robert Kiley, head of a national committee studying the future of transit, told members of the American Public Transit Association Monday. He also said transit systems are running further in the red than they did in the past. In 1965, he said, the average passenger fare covered all but 2 cents of the actual cost of a ride; in 1987, the fare is 90 cents short of paying for the ride, and subsidies make up the deficit. "We're at a critical point in our industry's history," said Kiley, chairman of the Metropolitan Transportation Authority of New York. The reason is demographic change, he said. People used to live in the suburbs and work downtown, Kiley said. But as traditional industry wanes and the service economy booms, job centers are springing up in low-density suburbs served poorly by mass transit. Some major corporations in San Francisco, including Bank of America and Pacific Bell, have moved offices to the East Bay and Marin County. Golden Gate Transit, AC Transit and BART are all grappling with ridership declines attributed partly to such changing commute patterns. But these and other Bay Area agencies this week have shined up their buses and train cars and laid aside their local problems to serve as hosts. A prototype of BART's new "C" cars, which will help double the system's capacity, was on display. So was a model car of San Jose's new light-rail system, dubbed SCAT for Santa Clara County Area Transit. Glistening buses representing almost every Bay Area agency streamed past the entrance to the convention hall, where 425 exhibitors from 15 countries showed off the latest in transit technology. "The people of the Bay Area can be justifiably proud," said APTA Chairwoman Reba Malone of San Antonio, admiring everything from the cable cars to BART. Municipal Railway General Manager Bill Stead introduced a nine-minute film, paid for by Bay Area transit agencies, that he said made the regional bus and train network "look like Disneyland." In fact, he said, the 7,000-mile system is a "world-class work horse" serving 1.6 million passengers a day. Only New York and Chicago exceed the Bay Area in the percentage of commuters who use mass transit, he said. In the streets outside the convention, meanwhile, hundreds of disabled demonstrators continued protests demanding full access to the nation's transit facilities. A group called the September Alliance for Accessible Transit has been conducting civil disobedience protests since Sunday by blocking buses or the paths of convention goers. On Tuesday, about 25 demonstrators, mostly in wheelchairs, blocked the cable car line on Powell Street near Market. The transit line was left idle for about 40 minutes as a noontime crowd watched protesters block the cable car's path or get off their wheelchairs and lie on the cable Car turnaround. As of 1 p.m., at least 15 people had been arrested. Fifty-six protesters were arrested Sunday and Monday, mostly on charges of deliberately blocking sidewalks or streets. Demonstrators staged a noisy protest Sunday night in front of City Hall that ended with the arrest of 22 people, 16 of them in wheelchairs, for obstructing traffic. One protester, who was not in a wheelchair, was charged with knocking a police officer to the pavement. The first arrests Monday came after demonstrators, many in wheelchairs, blocked an entrance to Moscone Center where shuttle buses deposited delegates to the transit group's convention. Disabled take home-care protest to AMA's doorstep By Larry Weintraub, Staff Writer ln a third day of protests in support of home care instead of nursing home admissions, disabled rights activists Tuesday disrupted traffic and activities at the American Medical Association headquarters at Grand and State. Four demonstrators were arrested and one was injured. Two police officers were hurt and streets around the AMA building were blocked—first by protesters in wheelchairs and later by police. The demonstrators arrived at about 11:30 a.m. and surrounded the building at 515 N. State, said police Area 6 Chief of Patrol John Walsh. About six hours later, police officers escorted a caravan of wheelchairs south on State toward the Bismarck Hotel, where the group, American Disabled for Attendant Programs Today (ADAPT), has been staying. In the interim, the activists pounded on windows, shouted slogans, blocked entrances and generally tried to shut down the building. When the AMA began sending workers home at 3:30 p.m., about 20 demonstrators dropped out of their wheelchairs and crawled to confrontational positions. One man, Michael Auberger, 38, of Denver, was charged with battering a police officer. Officials said he rammed his mechanized wheelchair into East Chicago District Patrol Officer Robert Weston, injuring Weston's leg. The injured protester, a 38-year-old man who asked that his name be withheld, was treated for bruises at Northwestern Memorial Hospital and released. The other disabled persons arrested, a man and two women, were charged with disorderly conduct. ADAPT members, about 300 from 40 cities in 25 states, are holding a national convention here. They have been protesting the amount of federal and state funds spent on housing disabled people in nursing homes, rather than on attendants whose assistance would permit them to live at home, according to one spokesman, Mark Johnson of Atlanta. Johnson said his group targeted the AMA Tuesday “because nobody can go into a nursing home without a physician's referral, so they can play a pivotal role in reforming the system." Johnson said the lack of money for in-home care forces disabled people who could get along on their own with minimal assistance “to go on public aid and to live where they don't want to live." In-home care is far cheaper than nursing home residence, he said, and 80 percent of disabled people who live in nursing homes would rather live at home. Joanne Schwartzberg, director of the AMA‘s department of geriatric health, said the association agrees that “home care is the first choice for long-term care" and the AMA has a long history of support for it. However, the organization can only suggest guidelines to its members, she said. “Most disabled persons obviously don't belong in nursing homes." said Schwartzberg, “and we offered at a meeting last Thursday to work with them toward mutual goals—increasing the amount of home care and possibly drawing model home-care legislation for states that have no such provisions." The group demonstrated Sunday at the University of Illinois at Chicago, where Health and Human Services Secretary Louis Sullivan was speaking, and Monday at 105 W. Adams. where the department has offices. ADAPT plans to move its protest to the State of Illinois Center today. Meanwhile Tuesday, two women who use wheelchairs filed a class-action federal lawsuit charging that "oppressive" security measures Monday at the State of Illinois Center denied them equal access to facilities there. UP Press [Headline] 17 handicappers face charges after protest By Jim Finkelstein Free Press Staff Writer 10/7/86 Police arrested 17 handicappers Monday as the wheelchair users protested for the second day to get the attention of a transit convention meeting downtown. About 85 protesters rallied outside Mayor Young's office Monday morning for wheelchair-accessible public transit, a protest they have brought to several past conventions of the American Public Transit Association. Then the members of the American Disabled for Accessible Public transportation (ADAPT) tried to board city buses downtown to demonstrate the lack of lift equipment on several buses. Police said the 17 were charged with disorderly conduct. Sixteen of the 17 were released on $100 personal bond. One protester was held because she would not give police her name or other information, according to ADAPT member Glenn Horton, 46, of Dallas. An Oct. 24 hearing date was set. Police said wheelchair users who were arrested were put on a van with an electronic lift and taken to police headquarters downtown. SEMTA spokesman Mike Niemann said SEMTA agreed to lend police a lift-equipped van, but he was uncertain whether police took the offer. The bus-boarding protest ended around 2:30 p.m. after the arrests, said Molly Blank, an ADAPT spokeswoman. She said the demonstrators were arrested for crawling onto the buses, blocking their doors or blocking the buses' paths. Disability Rag September/October 1987 RAGOUT WHAT'S COOKIN' [This article continues in ADAPT 305 but all the text has been included here for easier reading.] At the bottom of the page is a cute cartoon of a bus driving along crammed full of folks. “There's been more public discussion in 5 days than there’d been in 5 years" “Now we’re taken more seriously” —As time for ADAPT demonstrations in San Francisco draw near, this story of how one local disability group responded to the influx of ADAPT members from all over the country shows how ADAPT’s style of direct action can work with local disability groups more accustomed to working “within the system." - ed. When ADAPT members from all over the country began descending on Phoenix this spring to protest at the American Public Transit Association’s regional meeting, staff of the Arizona Bridge to Independent Living felt some anxiety over where our loyalties lay. The City of Phoenix had been receptive to the disability community. They'd purchased only accessible buses the last three years. Phoenix's Regional Public Transportation Association had spent hundreds of hours working with us. Yet we also knew from brief interaction with ADAPT that their strongly-worded opinions best expressed our frustration and anger at the system's unwillingness to commit to 100% accessibility. ABIL decided to work with both groups. Prior to their coming, we discussed with ADAPT the guidelines they’d follow in deciding what level of civil disobedience would be involved. We found ADAPT’s demand — that cities purchase only accessible buses in the normal course of replacing a fleet — a reasonable one. ADAPT wasn’t demanding bus systems retrofit their buses, or that they immediately replace all their buses with lift-equipped ones — just a long-term commitment to change. " A month before the APTA meeting, ABIL met with RPTA officials to discuss our and ADAPT's demands for accessibility. To our surprise, RPTA suggested their commitment be put in writing and adopted by their board! ADAPT was already having an effect — and they weren't even in town yet! The day before, ADAPT arrived. ABIL hosted a meeting for those disabled people from all over the community who were most likely to be contacted by media or others regarding the APTA/ADAPT confrontation. A consensus emerged that the disability community would maintain a united front; that the local community's interests were the same as ADAPT’s and that any public discussion beyond that — especially regarding ADAPT's "techniques" — would simply distract from the central issue: accessible mass transit. This single act of meeting and making these decisions was the thing most responsible for the success of our efforts. By spreading the word, we were able to keep from being forced into a public debate over the differences between persons with disabilities rather than focusing the debate on our common interest —- accessible public transit. Negative comments from a few individuals in the community were lost among the events of the next several days. ABIL found itself taking an increasingly larger role as protests and police reaction escalated, with some of us participating in the demonstrations, others calling politicians and media, putting pressure on local bureaucrats and helping to keep lines of communication open. The mayor of Phoenix, in the midst of the media barrage, made a public statement supporting the purchase of accessible buses. After APTA and ADAPT had left Phoenix, ABIL set up a meeting between the Mayor and local ADAPT members. It was the first time the Mayor had sat down with members of the disability community to discuss transportation. Although he and some transit system officials were still angry about the demonstrations, they were taking us more seriously. That's a tradeoff we’re willing to make. The ADAPT experience was a positive one for ABIL and the disability community in Phoenix. The events caused more public discussion about accessible public transit in those five days than there had been in Phoenix in the past five years. The longer the topic stayed in the news, the greater appreciation the public had for the need for accessible public transit. — Robert E. ADAPT MEETS WITH CLINTON Thirty national disability rights `groups`, among them ADAPT, met with President Clinton on Tuesday, July 27 to discuss Clinton's agenda on disability issues. Clinton and the disability `groups` agreed the three main issues at this point are ADA, Health Care and Personal Assistance Services. The President confirmed his strong commitment to enforcement of the ADA and opposition to weakening of the law, something that has been rumored to be in the wings. He also affirmed his commitment to including people with disabilities in health care reform. Mike Auberger, national organizer for ADAPT, presented the piece on personal assistance services. Auberger outlined the concern of ADAPT, and the disability community generally, with the current promotion of a states rights approach to community based services. Right now our nation warehouses over two and a half Million people with disabilities in nursing homes and other in stitutions at a national cost of approximately $140 Billion each year. Over half our states have chosen not to provide attendant services at any real level, while all have significant nursing home programs. A national attendant services program MUST: (1) be mandated, and (2) have minimum standards below which a state cannot fall. Challenging the President to stop the warehousing of people with disabilities in these institutions, Auberger said "you have the ability, and hopefully the desire. ADAPT challenges you to free people." Though the meeting was scheduled for 20 minutes, it went on for an hour. Clinton began the meeting with a relay call to Senator Harkin’s brother (who is deaf) in honor of Monday's deadline for a national relay service. As Auberger left the White House he thought of the irony that ten years ago he and other ADAPT members had lain in that very street (Pennsylvania Ave.) blocking buses with their bodies for the right to ride. Protests got ADAPT into this meeting and clearly protest will bring us victory.
