The Cincinnati Post, Thursday, May 22,1986 IB [Headline] Wheelchair protesters irk traffic reporter By David Wecker Post staff reporter Traffic is John Phillips’ life. And when something disrupts traffic's normal ebb and flow, he gets steamed. As WLW's airborne traffic reporter, Phillips didn't appreciate those handicapped activists who were downtown blocking Queen City Metro buses with their wheelchairs earlier this week. Hey, he figured, people were trying to get to work. And here were these protesters in wheelchairs holding up traffic. By Wednesday, Phillips had taken about all he could take. He mentioned on the air that it would be a good idea to call in the fire department and hose down the protesters. A good cold blast would clear them out, by cracky. It sounded a bit harsh, considering the protesters were simply seeking improvements in access to the city's public transit system. But Phillips, no softy here, wasn't making any apologies. “If you have to be at work downtown," he said, and people interfere, “whether they're handicapped or not... I say hose them down. Water cannons work just fine in Europe."

OHIO DIGEST 5/86 Title: Disabled to protest in Cincy ASSOCIATED PRESS CINCINNATI — About 100 people in wheelchairs plan to disrupt city bus service for four days starting tomorrow because they say public transportation is frequently not available to the handicapped. The action by Americans Disabled for Accessible Public Transportation, or ADAPT, a Denver-based organization, is timed to coincide with a meeting of transportation industry officials here, said Michael Auberger, an ADAPT community organizer. An estimated 800 to 1,000 members of the American Public Transportation Association, the nation’s major public transportation association, begin a five-day regional conference downtown today. “We have not decided upon specific strategy, but some type of civil disobedience will be taken, Auberger said. “We might inconvenience the public, but the fact is, we can’t even get on the bus.” Judith Van Ginkel, a Queen City Metro spokeswoman, said police and the company were prepared for a protests and that a disruption in service was possible.

Title: Police on guard as disabled plan protest at transit meet By LYNN MOORE of The Gazette Montreal Urban Community police are bracing for trouble from a militant group of disabled Americans with a beef against the American Public Transit Association. The association is holding its convention in Montreal, and about 150 members of the American Disabled for Accessible Public Transit (ADAPT) and 20 handicapped Canadians will engage in "confrontational" lobbying at the convention site and elsewhere in the city. The group wants mechanical lifts on all buses in the U.S. It claims between 300 and 500 members. [Subheading] Meet starts tomorrow The Montreal Urban Community Transit Corp., a founding member of the transit association, is host of the four-day meet. It starts tomorrow at the Queen Elizabeth Hotel and is expected to draw about 3,000 people. MUC police are taking the protesters seriously, after speaking with U.S. police and watching videos of demonstrations in the U.S. The MUC department says the protesters — many of whom will be in wheelchairs — are capable of creating traffic chaos, halting buses and closing bridges. While the disabled group won't reveal its targets, a spokesman told The Gazette that its members will chain themselves and their wheelchairs to buses and buildings. "We are not violent. We are confrontational and aggressive," Stephanie Thomas said. She and her husband have come from Austin, Tex., to protest. ADAPT has hounded transit association conventions for five years. Thomas says she has been arrested at least 10 times but has never spent more than two days in jail. "I personally would rather not go around making enemies in every town," she said. "I would just like to ride the public transit." Some Montrealers who had planned to protest with ADAPT have backed out after a newspaper reported that many of its members were Vietnam veterans and violence was expected, said Francois Gagnon, vice-president of the Movement of Handicapped Consumers of Quebec. But Thomas said her husband will be the only Vietnam vet involved in the Montreal protests. To deal with the anticipated protests, about 100 MUC police officers have been put through a day-long training session, division director Marcel Auger told a news conference yesterday. Part of the session was conducted by two handicapped Montrealers: Restraining straps instead of handcuffs will be used on demonstrators who are arrested. Medical staff will examine protesters, Auger said. Municipal court and Quebec Court judges will be available around the clock to avoid keeping the protesters in custody. ADAPT members usually plead guilty to charges, however, and opt for jail terms rather than pay fines. Space in the two city jails has been set aside for the protesters. [Subheading] Service inadequate Local disabled groups aren't happy with MUCTC services; Gagnon called the MUCTC's door-to-door minibus operation, coupled with a small taxi service, simply inadequate. He was particularly incensed over the MUCTC's refusal to provide the elderly and handicapped with easy access to the new Metro stations that opened last winter. The Regroupement des Usagers du Transport Adapte is "not at all pleased" with the level of service provided to the disabled by the MUCTC but will not protest with ADAPT, spokesman Yvon Desgro-seilliers said. Disabled take home-care protest to AMA's doorstep By Larry Weintraub, Staff Writer ln a third day of protests in support of home care instead of nursing home admissions, disabled rights activists Tuesday disrupted traffic and activities at the American Medical Association headquarters at Grand and State. Four demonstrators were arrested and one was injured. Two police officers were hurt and streets around the AMA building were blocked—first by protesters in wheelchairs and later by police. The demonstrators arrived at about 11:30 a.m. and surrounded the building at 515 N. State, said police Area 6 Chief of Patrol John Walsh. About six hours later, police officers escorted a caravan of wheelchairs south on State toward the Bismarck Hotel, where the group, American Disabled for Attendant Programs Today (ADAPT), has been staying. In the interim, the activists pounded on windows, shouted slogans, blocked entrances and generally tried to shut down the building. When the AMA began sending workers home at 3:30 p.m., about 20 demonstrators dropped out of their wheelchairs and crawled to confrontational positions. One man, Michael Auberger, 38, of Denver, was charged with battering a police officer. Officials said he rammed his mechanized wheelchair into East Chicago District Patrol Officer Robert Weston, injuring Weston's leg. The injured protester, a 38-year-old man who asked that his name be withheld, was treated for bruises at Northwestern Memorial Hospital and released. The other disabled persons arrested, a man and two women, were charged with disorderly conduct. ADAPT members, about 300 from 40 cities in 25 states, are holding a national convention here. They have been protesting the amount of federal and state funds spent on housing disabled people in nursing homes, rather than on attendants whose assistance would permit them to live at home, according to one spokesman, Mark Johnson of Atlanta. Johnson said his group targeted the AMA Tuesday “because nobody can go into a nursing home without a physician's referral, so they can play a pivotal role in reforming the system." Johnson said the lack of money for in-home care forces disabled people who could get along on their own with minimal assistance “to go on public aid and to live where they don't want to live." In-home care is far cheaper than nursing home residence, he said, and 80 percent of disabled people who live in nursing homes would rather live at home. Joanne Schwartzberg, director of the AMA‘s department of geriatric health, said the association agrees that “home care is the first choice for long-term care" and the AMA has a long history of support for it. However, the organization can only suggest guidelines to its members, she said. “Most disabled persons obviously don't belong in nursing homes." said Schwartzberg, “and we offered at a meeting last Thursday to work with them toward mutual goals—increasing the amount of home care and possibly drawing model home-care legislation for states that have no such provisions." The group demonstrated Sunday at the University of Illinois at Chicago, where Health and Human Services Secretary Louis Sullivan was speaking, and Monday at 105 W. Adams. where the department has offices. ADAPT plans to move its protest to the State of Illinois Center today. Meanwhile Tuesday, two women who use wheelchairs filed a class-action federal lawsuit charging that "oppressive" security measures Monday at the State of Illinois Center denied them equal access to facilities there.
