Caption reads: Disabled protesters stop traffic. More than 125 handicapped activists blocked traffic at the intersection of Security Boulevard and Woodlawn Drive in Baltimore County for more than three hours yesterday afternoon to demand more funding for at-home care for the disabled. The group plans to resume its protest today at the Health Care Financing Administration in Woodlawn. (Article on Page 4D]
