Handicapped Coloradan [Headline] These are the people who chased APTA George Florum, 47, of Colorado Springs, is a T3 para who fell out of a cherrypicker. He went to work for Atlantis and became involved with ADAPT in April of 1985. Florum has been arrested between 15 and 20 times on charges ranging from instigating a riot, blocking entrances, and chaining himself to doors and buses. "I think the disability movement has really grown," Florum said, "In April of '85 in San Antonio 15 people were willing to be arrested. Now people are standing up for their rights, and I think it's great." Joe Carle, 51, of Dallas, is a single amputee with artery problems. "I was the first to go through the training seminar," Carle said. "The second big seminar was to take on McDonald’s. Now, transportation is fairly won, but access will be a continuing battle. The disability movement can go anywhere." Rick James, 39, had encephalitis when he was two years old. Five years ago he was one of 20 people who did a "crawl on" on a bus, and three weeks later he was part of a group that got together and blocked a bus. “We will get ADA passed," James said, "and then take on any issues we feel necessary, such as health care, attendant care, the Greyhound company, housing - any of a number of issues." Cathy Thomas, 60, of Irving, Tex., has spina bifida and became involved with ADAPT - when a disability group she belonged to that was trying to get accessible transportation in Dallas asked ADAPT for help. She says, “At this point rights for disabled people are inevitable, We want to get as many buses accessible as possible. If President Bush is sincere in wanting to mainstream people with disabilities, then it's time he took the first step in getting us accessible transportation so we, too, can pursue the American dream." Rhonda Lester of Denver is the mother of Kenny Perkins, 5, who was refused access to an RTD bus in October 1987. “They viewed Kenny as a baby because of his chair," Lester said. “They wanted to board him separately from his chair-in other words, he was to be carried on. So I called Wade Blank on a Thursday and on Friday help came. Larry, George, Ken, ET and Julie blocked a bus. They let us on, we changed the policy, and I was allowed to attend a training meeting." When asked if there has been a lot of resistance to Kenny, Lester said, "Oh, yeah. People see one of ‘Jerry's Kids,' not the wheelchair I hope our actions and civil disobedience help to get full integration for my son." As to the controversial issue of children in the disability rights movement, Lester said, "As the mother of a disabled son, I feel that no one has a bigger right than myself to fight for my son's rights, although there are some who would disagree very strongly with this view. Police Arrest Denver Disabled Protestor MIKE AUBERGER, a community organizer for the Atlantis Community in Denver and a member of the American Disabled for Accessible Transit (ADAPT) is arrested by Washington, D.C., police outside the Washington Convention Center where the national convention of the American Public Transit Association (APTA) was just getting under way. A spokesperson for APTA said that the demonstrations only delayed the start of the convention by a few minutes. Inside the convention hall Secretary of Transportation Elizabeth Dole abandoned her prepared text and said the administration was working to provide public transit for the disabled. Outside the hall, demonstrators branded the secretary's plan as another “separate but equal" scheme and demanded that the federal government require all public transit systems be made accessible to the handicapped. Demonstrators not only blocked the entrances to the convention but also surrounded chartered buses that took delegates from their hotel to the convention center. The disabled activists represented a number of cities, including Denver, Syracuse, N.Y., Boston, El Paso, Los Angeles and Chicago. Additional photo on page 4. 28 Busted in D.C. The 28 disabled activists who were arrested for civil disobedience during the national convention of the American Public Transit Association (APTA) in Washington, D.C., last month are trying to raise $1500 to make their bail money by a Dec. 3 deadline. At the same time, they're preparing to carry their demand that the APTA members buy only wheelchair-lift equipped buses to the transit organization's regional convention in San Antonio on April 20. The Texas contingent from the American Disabled for Accessible Public Transit (ADAPT) under the leadership of Jim Parker of El Paso has been especially militant in their demands. Taking their lead from an editorial in the September Handicapped Coloradan, a coalition of of Texas disabled groups met in San Antonio and voted to ask transit systems in Texas to withdraw from APTA unless it goes on record supporting accessibility. The Colorado chapter of ADAPT was planning to introduce a similar resolution to Denver’s Regional Transportation District (RTD). APTA's position is that accessibility should be left to the discretion of the local transit provider, Although the Carter administration mandated accessibility in public transit, APTA was successful in getting that ruling thrown out in a l98l court battle. ADAPT maintains that the disabled have a civil right to public transit. Jack Gilstrap, APTA's executive vice president, reiterated that position as wheelchair demonstrators seized buses in front of the White House and hurled their chairs at police lines outside the Washington Hilton and Washington Convention Center during APTA's late September meeting. Gilstrap said that the funds just weren't there to support a mandatory system, adding that the additional burden might jeopardize some transit systems. However, since the convention ADAPT has been approached by APTA's new president, Warren Franks, the director of the Syracuse, N.Y., transit system, who has requested a meeting in Denver with wheelchair activists. "The Syracuse ADAPT group has been pretty active," said ADAPT spokesperson Wade Blank. "Franks must be pretty worried about what might happen there if he wants to meet with us.“ ADAPT was organized in Denver one year ago by some of the same groups and individuals who had been involved in forcing RTD to adopt a pro-accessibility policy when purchasing new buses. That battle too was highlighted by militant demonstrations with wheelers chaining themselves to the doors of RTD headquarters. In contrast, demonstrators restricted themselves to orderly pickets when APTA held its national convention in Denver in 1983. But ADAPT only abandoned its plans for civil disobedience after APTA met its demands to address the entire convention on accessibility. APTA's national staff fought that request and allegedly threatened to pull the convention out of Denver at the last minute, but finally agreed to allow ADAPT to address the meeting after Denver Mayor Federico Pena intervened. There was no question that ADAPT would be offered the same treatment at the Washington convention. Although they didn't get a spot on the agenda Blank said his group made their point by capturing the attention of the capital's media. Even before the convention opened, ADAPT made its presence known by joining forces with local D.C. activists to seize seven Metrobuses and block the five blocks along Pennsylvania Avenue in front of the White House during the afternoon rush hour. Demonstrators released the buses an hour later when D.C.’s Metro General Manager Carmen E. Turner agreed to meet with Washington disabled leaders to discuss their demands for a fully accessible system. No date has yet been set for that meeting, which ADAPT said marked an historic first in the Washington area. No arrests were made during that demonstration, although Washington police moved several demonstrators out of the street. But on the following Monday and Tuesday 28 demonstrators were arrested as they tried to block buses leaving the Washington Hilton for the convention center and again at the convention center itself. The police threw up lines as picketers arrived but were unable to halt the advance of the demonstrators, who wedged their chairs in the hall's doors or hurled their bodies onto the ground. Mike Auberger, one of those arrested, said the police "were abusive -- there's no doubt of that," but he added that this was probably pretty typical. “Let's face it," he said, "these guys probably have to deal with demonstrators all the time." They don't mess around when they get started. Auberger said he was grabbed by the hair and pulled back so that his chair was resting on its back wheels. Two other demonstrators were thrown from their chairs and taken to local hospitals where they were released after being treated for minor injuries. Police had to bring in special vans with wheelchair lifts in order to cart demonstrators off to jail, where they were fingerprinted and rushed into court. "Only the doorway between the holding cells and the courtroom was too narrow to get our chairs through," Auberger said, "so they had to take us in the back way." Some of the disabled picketers were surprised that the police reacted with such force, according to Auberger. "l think it opened a few eyes," he said. ADAPT filmed the demonstration, and a 20-minute edited version is being shown as part of a fundraiser to pay the bails of those arrested, about half of whom were from Denver. Congresswoman Pat Schroeder (D-Denver) has agreed tn help raise money, but because of previous campaign commitments said she would be unable to participate until after the first of the year.

By January 1986 ADAPT Texas felt sure enough of itself to directly challenge transit providers in Houston and Dallas to reverse their policy on accessibility. Ironically, at one time Houston boasted more accessible mainline buses than any other city in the country. After intense lobbying by the Coalition for Barrier Free Living, the Houston Metropolitan Transit Authority (MTA) purchased 326 Grumman Flxible 870 buses equipped with EEC lifts in 1977. That represents 50 percent of the city's total bus fleet. The decision to purchase those buses came only after members of the Coalition staged a sit-in at the office of then MTA executive director Barry Goodman, who had earlier refused to meet with representatives of the group to discuss accessibility. Goodman declined to make a commitment to accessibility at the subsequent meeting. Coalition members joined forces with the American Civil Liberties Union (ACLU) in a lawsuit that would have prevented MTA from purchasing any other buses until it had agreed to provide mainline service to wheelchair users. Coalition members took to the streets and blocked buses. MTA finally gave in to their demands but, according to coalition members, once the buses were on the streets MTA did nothing to publicize the routes. As a result few disabled passengers used the lifts. The death blow to accessibility in Houston came when cracks developed in the front frames of the new buses. MTA attributed the cracks to the EEC lifts, though the same cracks appeared in other buses in other parts of the country that had not installed lifts. MTA later admitted that the lifts did not cause the cracks, but when the Grumman buses were pulled out of service, Houston chose not to replace them with lift-equipped buses. The coalition's transportation committee had by this time disbanded, and accessibility ceased to be a front-page issue in Houston until some 20 Houston ADAPT members issued a Jan. 22, 1986, press release demanding that MTA proclaim its intention to purchase only lift-equipped buses. ADAPT gave MTA until July 4 to alter its position. ADAPT charged that MTA's Advisory Committee of the Disabled and Elderly was powerless and had done nothing to promote accessibility since it was formed. "The right to move freely in Houston usurps the recommendations of any committee," the ADAPT release said. A symbolic rally was held outside MTA's headquarters on Feb. l2 — Lincoln's birthday — to protest what ADAPT called a segregated transit system that makes slaves of the city's disabled population. Symbolism was also behind ADAPT's choice of Jan. l5, l986 Martin Luther King, ]r.'s, birthday — for its showdown with the Dallas Area Rapid Transit (DART). Several of those same "outside agitators” who had irked the San Antonio Light made the 800-mile trip from Denver to participate in the demonstration. Among them was Mike Auberger, a quadriplegic community organizer for the Atlantis Community, who just may have been arrested more times than any other wheelchair activist in the movement. Auberger was not alone. Seventeen demonstrators, including several first-timers, were arrested. Denver's Kathy Vincent was among that group. Altogether the demonstrators managed to block l7 buses for more than six hours before the police stepped in and forcibly removed them from the streets. Not all the fireworks took place on the streets, however. The night before, at a regular monthly meeting of DART's executive board, ADAPT made known its intention to bring traffic to a standstill in Dallas the next day. "They laughed at us," Blank said. "They didn't think a handful of us could stop the buses." But Blank said DART's new executive director, Ted Tedesco, until recently a University of Colorado vice chancellor, knew different. “He knows what we can do. His face went white when we entered the room." At first, DART refused to hear from ADAPT. However, several ADAPT members began chanting "We will ride!", making it impossible for the DART meeting to continue. After making their presentation, several protestors showered the board with play money to symbolize the wasted tax dollars DART has put into non-accessible systems. Not all the news from Texas is bleak, however. ADAPT Austin has succeeded in winning 100 percent of off-peak hour accessibility from Capital Metro as of July 1, 1986. More than 50 percent of that city's peak hour routes will be accessible once l00 lift-equipped buses arrive this summer. Jim Parker reports that El Paso ADAPT is pushing the city to activate the 30 lift-quipped buses the system owns but has never operated. That would mean 50 percent accessible service during off-peak hours, according to Parker, who was among the first Texans to receive training from the Denver parent group. Auberger and other Coloradans had helped Parker block buses and stage a demonstration at a non-wheelchair-accessible McDonald's restaurant two years before.

Denver Post, Issues, 10/6/85, no page number [Headline] Transit leaders to face protests from disabled By Jack Farrar Special to the Denver Post The American Public Transit Association will run into some political street theater when it rolls into Los Angeles today for its annual meeting. Waiting for the group will be a militant cast of handicapped individuals, including members of a Denver organization called Atlantis, who want full accessibility to the nation's public transportation system. As APTA delegates convene at the Westin Bonaventure Hotel, more than 100 people in wheelchairs – members of the American Disabled for Accessible Public Transit – will be “marching” single-file from MacArthur Park, more than a mile away, to begin a week-long series of demonstrations. They won't have a parade permit. They haven't asked for one. Through such acts of civil disobedience, the demonstrators hope to force the APTA, public officials and the news media to think about what they consider to be the most pressing issue facing the handicapped: access to public transportation. One contingent of protesters will be led by Wade Blank, a 44-year-old Denverite who cut his activist teeth in the 1960s, marching with blacks in Alabama and peaceniks in Ohio. Access 'a right'[boldface] Blank is the founder and executive director of Atlantis, one of ADAPT's most militant member organizations. “Jobs and education don't mean much,” Blank argues, “if you can't take a bus to get there. Accessibility to public transportation – moving from one place to the other – should be a right, not just a consumer service.” For the past three years, ADAPT, largely under Blank's leadership, has demanded that APTA adopt total accessibility for the handicapped as an official policy rather than as an objective. Transit association officials have responded by citing numerous improvements made in service for the handicapped – improvements that the handicapped have applauded – and contends that total accessibility is financially impractical. “We have not ignored the handicapped,” says APTA Deputy Executive Director Albert Engelken. “Accessibility is a compelling issue. But total accessibility is an enormous undertaking, and with federal dollars shrinking, our resources are limited. In any case, it is not the role of an association like ours to establish policy.” Disabled activists, however, believe the costs of accessibility are distorted by the transportation industry. Moreover, they argue, the issue is civil rights, not economics. “Public transportation is a tax-supported system,” Blank says. “The handicapped pay taxes. It's as simple as that. How would the average taxpayer feel if he was denied access to a facility he paid for?” Long regarded as a quiet minority, disabled individual recently have added a more confrontational approach to their struggle for equality, and the man frequently in the front lines of that movement is Blank, whose long blond hair and granny glasses evoke the image of the 1960s activist. He encourages the handicapped to take to the streets when they feel their demands are being taken less than seriously. Members of Atlantis have made headlines locally and nationally with their tactics in Denver – chaining themselves to seats of fast food restaurants, occupying intersections that don't accommodate wheelchairs, and blocking the entrances to buildings with architectural barriers. Rules watered down [boldface] Progress in making public transportation available to the handicapped can be traced to the Urban Mass Transit Administration's adoption of Section 504 of the Rehabilitation Act in 1979. [sic] Section 504 generally made it illegal to exclude any individual, by reason of handicap, from any program receiving federal dollars. UMTA's regulations stated that all new buses purchased with federal money must include wheelchair lifts and aimed for 50 percent of peak-hour accessibility on regular bus routes. RTD standards strict [boldface] The Regional Transportation District in metropolitan Denver has adopted accessibility standards that are more stringent than required. Even after Section 504 regulations were softened in 1981, RTD's board chose to maintain its commitment to provide 50 percent peak-hour accessibility on all routes, and 100 percent off-peak accessibility. And RTD will soon become the first public transit system in the United States to introduce wheelchair lifts on its larger, regional commuter buses. Despite such advances, Blank will not be satisfied until disabled individuals throughout the United States can board and ride a bus whenever and wherever the able-bodied do the same. “We simply want APTA, as the association which speaks for the public transportation industry, to declare its intention to make the system accessible. We know it will take time. But isn't this the country that put a man on the moon?”

MAinstream magazine [No date] [This story continues in ADAPT 222, but is contained here in its entirety for reading ease.] [Headline] ADAPT takes the fast lane to make transit accessible By Michael Ervin San Antonio—The first indication that something was about to happen came when an oversized, stretch-limo of a van pulled up beside the Alamo and a wheelchair lift uncurled out of the back door. The colorful banner on the side of the van read: ACCESS FOR ALL. Six more people in wheelchairs were in another van parked in a lot down the street. As they proceeded down the sidewalk to join the demonstration in front of the Alamo the pedestrians stopped and looked them over. A parade of people in wheelchairs is bound to draw stares. But the expressions accompanying these stares were unique—welcoming, supportive, somewhat star struck. Maybe they knew they were coming. Before the 50 or so members of various chapters of American Disabled for Accessible Public Transit even arrived here there were stories in the media about previous ADAPT confrontations with the American Public Transit Association (APTA.) Television news showed footage of the mass arrests that occurred last October in Washington, D.C. when ADAPT members tried to force their way into the center where APTA was holding its annual convention. That's the kind of escalating media coverage Wade Blank likes to see. He’s the main force behind ADAPT. “We're becoming famous. When we had our first ADAPT meeting in Denver in 1982, our goal was to make the officials of any city we were coming to nervous. We wanted them to say, ‘No! Not here! We don’t want ‘em!’” They were certainly nervous in San Antonio. When a horde of people in wheelchairs showed up at the offices of the local transit authority for a noisy demonstration, the employees locked themselves in a large office as if they were afraid ADAPT was going to take them out one by one and shoot them. And when the march that began at the Alamo turned into an equally raucous occupation of the lobby of the posh hotel where APTA people were staying, hotel security had no idea what to do. And the bewildered looks of the innocent tourists were amusing. They’d certainly never seen anything like that before. “Seeing a bunch of disabled crazies blocking buses and doing things like that redefines everything everybody’s been conditioned to believe about the disabled," Blank says. This radical redefinition of what the disabled are (in the eyes of both the disabled and nondisabled) is what ADAPT is all about. And having stuffy APTA conferences and conventions as a backdrop helps make that point. APTA’s primary sin, according to ADAPT, is that it spent big bucks on a lawsuit that struck down the federal mandate that all fixed-route public buses be lift-equipped. ADAPT sees equal transit access as the most basic civil right. “It's the same segregation as when blacks had to sit in the back of the bus or yield their seats to whites. Except it’s even worse,” says Blank. “The disabled can’t even get on the bus.” By using APTA as a symbol of the stifling paternalism that keeps the disabled in a position of dependency, ADAPT makes the immorality of inaccessible public transit quite clear. *** Wade Blank is an ordained minister who never goes to church. “It’s in the true Jesus tradition. He was kicked out of the synagogue and never went back.” Blank worked in a nursing home for a few years after seminary. It frustrated him to see the disabled friends he made there stuck there simply because they had no place else to go. So in 1976 he and some others began Atlantis, an independent living center in Denver. ADAPT was born of Atlantis. Blank says Atlantis likes to “do the impossible” in terms of working with clients who have the deepest holes of dependency to dig out of. Frank, a man with cerebral palsy who was part of the ADAPT Denver caravan to San Antonio, was sprung by Atlantis in 1976 from a nursing home he had been in since 1934. Another woman began feeding herself for the first time when she became part of Atlantis. She was always physically able to. Her mother just didn't want her making a mess. Another woman had never seen a head of lettuce. Her salads had always come to her prepared. It’s rather stunning seeing people who were mired in the world of please and thank you traveling around the country, blocking buses and maybe getting arrested. It’s gotten ADAPT and Atlantis in trouble with irate relatives. The father of a woman arrested for blocking buses in Denver told Wade that since he was a reverend he must be brainwashing his daughter into joining his cult, just like Jim Jones. He said he was going to tell the newspapers so they could investigate. But Blank says, “All we’re saying to people in Atlantis and ADAPT is, ‘You are an important person.’ I just tell them (the irate relatives) that people get excited when they see that they are important and that they are expected to be somebody.” In 1978, it became clear that the mission of Atlantis could never be fully accomplished as long as Denver’s public transit system was totally inaccessible. What good was it to set someone up in an accessible apartment if they couldn’t move beyond it? They might as well have still been in the nursing home. So the Atlantis people took to the streets of Denver. They blocked buses. They held sit-ins in the transit authority offices. They got arrested. But four years later, they won and Denver is on its way to full access. [Bordered text box in center of page: “We created a drama and let it unfold . . .I guess we raised consciousness.”] The next year, APTA made the mistake of holding its convention in Denver. The target was too tempting for Atlantis to resist. Here was the personification of everything Atlantis opposed right on its step and begging to be hit. Atlantis formed a permanent transportation component call ADAPT. They organized confrontations around the convention and vowed to follow APTA everywhere until it passed ADAPT ’s resolution renouncing the lawsuit and the damage it did. These confrontations would also provide a focal point and a training ground for activists from other cities so they could form their own ADAPT chapters. Mike Auberger of Atlantis is a quadriplegic resulting from a bobsled accident during the 1972 Olympic time trials. “When we started ADAPT, we were a bunch of crazy nuts. A year later, we were a possibility. Now, we’re a reality. We started in one city and here we are about 20 cities. We must be selling something everybody needs.” The hope is that the feeling of self-importance that inspired the disabled of Denver will be as infectious in San Antonio and in cities all over America. ADAPT paved the way in San Antonio by creating a three-day headache for the police and transit authority and forcing them to take the issue very seriously. They also permanently etched the issue on the minds of the people of San Antonio with pictures on the front page of the newspaper of disabled people blocking APTA tour buses. “We created a drama and let it unfold,” Blank says. “I was talking to a reporter and I said, ‘I guess we raised consciousness.’ She said, ‘Boy did you! That’s all this town is talking about.’ ” “Now you can’t say that about too many political movements today.” But even if it doesn’t play in San Antonio, Auberger sees what happened there as another battle won. “Again we took on APTA and beat them. You’ve got this guy in a $300 suit and a designer tie with his initials and a soup stain on it. More and more people are starting to see APTA that way.” If success can be judged by police reaction, ADAPT is accomplishing a lot. Knowing ADAPT ’s penchant for blocking buses, the police routed buses away from areas with high ratios of wheelchair-users. They obviously did their homework by talking to police in other cities who had to deal with ADAPT. A television news report even told of how San Antonio police intelligence photographers were following ADAPT members around. And it’s clear that transit authorities are taking ADAPT very seriously too. The next target is Los Angeles, where APTA will hold its convention in October. ADAPT has obtained a copy of a private memo of the Southern California Rapid Transit District that speaks of the authority’s plans to spend $10,000 to $15,000 to “handle vast numbers of wheelchair bound people” who will be coming to town. “While confrontations cannot be stopped, they can be blunted.” It speaks of how the RTD is “searching for ways to diffuse or ward off demonstrations,” perhaps by pacifying everyone for a few days with a conference on accessible transit [ibid]. “Can we take control by creating a hospitality center for the handicapped?” the memo says. Who can resist such an opportunity. ADAPT is on its way.

A group of disabled persons in Denver, spurred to expectations of a better life by a new-found militancy, for some months now have been working to bring to to life a planned community in which handicapped persons could live a more normal life. This type of community, they hoped, would be free of confining nursing home atmospheres which so easily could make "vegetables" out of young patients without hope for anything more. Now, it has been announced, the first step toward that new independence has been successful. Within three months 14 disabled young persons will move from nursing homes into a cooperative apartment living situation in which they can receive the medical and supportive services they need in addition to the freedom they so desperately seek. The group will move into a renovated apartment complex called Las Casitas Homes at W. 11th Ave. and Federal Blvd. They will receive services and funding from a variety of sources. It is with a project such as this — perhaps unique in the nation — that disabled persons can find their level of dignity and productivity. For too long they have suffered through stereotyping which never realized their potential. However, the note of caution comes here: The participants in the program must be carefully screened so that those who take part can experience success in their new life styles; and those who are chosen must not reject the level of assistance that they still require in the headiness of their new freedom. If the commitment of all concerned is well established, the program should work and become a guiding light for other communities across the country.

And generally he‘s confined to a bed or a wheelchair. Yet John Folks, 20, smiled warmly last week as he spoke of his new home at the Atlantis Community for the handicapped in southwest Denver. “Atlantis is freedom.“ John said with firm conviction as he lay in bed in his apartment at Atlantis. While John spoke, a steady clicking and sighing came from the respirator which has been his constant companion since he was shot in the back of the neck four years ago by an unknown assailant. The bullet severed the spine, resulting in paralysis of most of John's body. With evident displeasure, John recalled his more than three years in nursing homes. "At one of these homes," he said, "he was the only young person among all the elderly residents." "There was no one to talk to - I just watched TV,” John said. "It was really bad. . depressing. . ."But at Atlantis. I feel different. This is the type of people I feel good with." Atlantis, which has been in operation since last June at 2965 W. 11th Ave. came into being at the right time for John. Atlantis officials say John was turned down by 25 nursing homes before he decided to apply at Atlantis and was accepted three weeks ago. "It‘s hard to find a nursing home that will take a person with a breathing machine—it‘s too much care,“ John explained. And nursing homes, John said, don't look too kindly on a young person who wants to enjoy the normal things such as rock music, a beer when he feels like it and conversations with friends at late hours. When John is not confined to bed as he has been recently with the flu, he moves around in his specially equipped wheelchair which he steers with his chin. The wheelchair has a portable, battery-operated respirator which John must use most of the time. John shares his Atlantis apartment with another handicapped person. But he says he now has another prized freedom: he can be alone in his room from time to time. "This is your place. and no one else's." John said with a quiet fervor in his voice.

[Headline] Atlantis Residents Train for Hot Line Handicapped persons residing in the Atlantis Community in Denver are being trained to man a telephone hot line to respond to the emergency needs of all the disabled in Denver. Wade Blank, Atlantis co-director, said the hot line -- soon to be put into service -- is being funded by the Colorado Vocational Rehabilitation Division. [Subheading] FURNITURE GIVEN In other developments at Atlantis, the Denver Hilton Hotel ls donating furniture for the apartments in which the handicapped persons reside at the Las Casitas Public Housing Development here. The furniture is being made available by the hotel as the result of remodeling of some of the Hilton’s rooms, Blank noted. Atlantis ls a nonprofit organization which began operations last spring to offer the handicapped the opportunity to live in apartments so that they might attempt to realize their full potential. Blank also said the IBM Corp. in Denver, through its staff member Burt Lipell, donated a new washer and dryer to Atlantis. This equipment is operated by George Roberts, one of the Atlantis residents. The Denver City Council, Blank said, is being asked to appropriate $2,000 for installation of sidewalks among all the Atlantis apartments before winter comes. Atlantis has received three new electric wheel chairs and one manual chair through the efforts of Dr. James Syner of Medicaid’s special Medical Equipment division. [Subheading] COMMUNICATIONS A communications system also ls being planned among each of the apartments at Atlantis. And one of Atlantis’ most severely disabled residents is the coordinator of a wheel chair van which Atlantis leases from this resident, Blank said. This project also is funded by the rehabilitation division. Next article on right Disabled Helped by Wirth's Compassion To the Denver Post: IN A RECENT LETTER to the Forum (April 27), Rita Jackson complained that Representative's Wirth office is not accessible to the handicapped "via the front door." A partial truth can be a big lie, and the whole truth should be told. It is true that the front door is hard to negotiate in a wheelchair, but the office building is accessible from the rear, which is where the parking lot is located. Here, as in many office buildings, the "rear" is the normal, preferred building entrance, and as no "second class" connotations. What is more important, Tim Wirth is not the kind of ivory tower legislator who hides in his office and expects the world, disabled included, to bring its problems to him. Tim Wirth constantly leaves his office, goes out into the community, and talks to the people about their problems in their own environment. The disabled have often been helped by his blend of energy and compassion. Atlantis has found that Tim Wirth's heart and mind are always accessible, and that is what counts. Essay [Headline] Whaddya Know, Something Gets Done [Subheading] The Handicapped Get Some Hope On Thursday, February 27, the Colorado Department of Social Services announced the granting of $14,500 to a group of the disabled for the purpose of altering seven public housing units at the Las Casitas housing project in Denver in order to accommodate the handicapped. Aside from the official glee about cooperation between the federal, state and local governments, the exciting element in the story is the force which about such cooperation. The force which brought city, state and federal governments into the Social Services Building for the announcement of this project was a group of the physically handicapped operating under the name "Atlantis." The group has been in formation and operation for over two years. During that time it has requested, cajoled, picketed and threatened the aforementioned governments. The governments met these repeated approaches with concern and disclaimers. The change which brought about the new project is traceable to continued pressure by the Atlantis group and changes in elected officials within the last five months. The key which unlocked the final door was the approval of Henry Foley as director of Social Services for the state. Within one week, the position of the State Social Services Department went from obfuscation to cooperation. The change was brought about by the approval of Foley. The purpose of Atlantis was not suited to the outlook of the state bureaucracy. Atlantis is not merely building housing. The housing is viewed as a tool to achieve self-sufficiency and dignity in the lives of the disabled. By establishing the housing which will achieve a physical presence for the community, Atlantis is hopeful of bringing enough abilities and skills together to achieve a completely independent life style to their members. The history of the treatment of handicapped young adults has been one of miserable failure. Generally, a young adult with a disabling physical handicap has been sent to a nursing home. These institutions are conceived as warehouses for the infirm. This approach has served profitably in the care of the terminally ill and the elderly. But young adults with active minds do not respond favorably to being treated as sides of beef. It must be understood that young adults are basically as alive as a worker, black, chicano or woman. As these deprived members of society have fought to be considered as human beings. so now the disabled are asking for complete membership in the human race. So, when a young paraplegic in a nursing home gets fed up with his life, he feels it is his right to go out and hoist a few to fuzz over his dissatisfaction. Imagine the reactions of a nursing home which is used to treating its patients as inmates when one of its tenants comes wheeling into the lobby at 2:00 a.m. singing nautical chants at the top of his lungs. The nursing home tends to view such a patient as a troublemaker instead of a young adult who has had an experiment blow up in his face. The response is generally to clamp down on opportunities rather than delight in the humanity of the patient. Atlantis is on the road to assembling a program which will allow its members to expand to their capacity. ln order to accomplish this goal. they require extensive aid from the rest of us. The program at the Las Casitas project involves health care as furnished by the West Side Neighborhood Health Center, the buildings as furnished by the Denver Housing Authority, transportation as will hopefully be furnished by the Regional Transportation District (although this program has been an unqualified joke), remodeling as furnished through State Social Services and welfare moneys as provided by the feds and state government. The state and federal governments presently spend about $500 per month for housing each handicapped person in nursing homes. Preliminary estimates show that this new and experimental program at Las Casitas will cost in the neighborhood of $350 per month. Even if costs were the same, the value of giving hope and dignity to the disabled would certainly justify the expenditure. THE DENVER POST Thurs., July 6, 1978 p 24 [Headline] Having ‘Made Public Aware,' Disabled End Bus Barricade By FRED GILLIES, Denver Post Staff Writer and COKE DeBRUIN More than 30 severely disabled persons, most of them in wheelchairs, ended their 24-hour barricade of two Regional Transportation District buses in downtown Denver Thursday morning. The barricade was lifted by the disabled and their leaders at 9 a.m. Thursday. The demonstrators, still in high spirits after a night in the open near the buses, left the site in five specially equipped Handy-Ride buses that RTD sent to the scene. THE BARRICADE “served its purpose" in making the public aware that the handicapped aren't being adequately served by Denver’s public transportation system, said Wade Blank, co-director of the Atlantis Community for the handicapped in Denver. All but a few of the demonstrators are from Atlantis. At a press conference just before the barricade was lifted, Blank vowed that the disabled's civil disobedience action will be continued, but on a smaller scale, at various locations in Denver. The disabled will attempt to board other RTD buses and a demonstration probably will be staged at RTD's executive offices, Blank said. The barricade of the two RTD buses Wednesday near the intersection of East Colfax Avenue and Lincoln Street created a major traffic jam and caused police to reroute traffic away from the blocklong demonstration site. Traffic was back to normal at 9:30 a.m. Thursday. ALL DURING the demonstration, some of the disabled remained close to the buses. The number of handicapped persons guarding the immobilized buses thinned Wednesday night and early Thursday as many of the disabled slept in a nearby park area. Blank said Thursday that he and the disabled were"‘concerned" about the “paternalistic” attitude of Denver police called to the scene of the bus barricade. Police “gave the disabled special treatment when we broke the law, and they didn’t arrest us," Blank said. THE DISABLED want to he treated like everyone else, and were fully prepared to be arrested for their actions, said Blank who has no disability himself. Three persons, including two Atlantis attendants and the director of a Lakewood home for disabled children, were arrested Wednesday morning after they refused to comply with a police order to move out of the street. However, police records show that only two of those persons were booked and then released on bond. NONE OF THE handicapped demonstrators was arrested during the demonstration. But a police spokesman said Thursday morning that arrests of the disabled would become a very real possibility if the demonstration had continued into the day Thursday. While the demonstration generally was successful, it failed to inform the public that the federal govemment has made a commitment to pay 80 percent of the cost of all transportation for the disabled in the City and County of Denver, Blank said. “All RTD has to do is to ask for that money," Blank maintained. In a continuing effort, Blank said, Atlantis officials will be, contacting Colorado’s congressional delegation seeking their follow-through on the issue of transportation for the disabled. The demonstration apparently was "sparked by a ruling last Friday by U.S. District Judge Richard Matsch in federal court in Denver. In that ruling, Matsch rejected charges that the Regional Transportation District's failure to provide special access for handicapped persons on its buses constituted an unconstitutional infringement on those persons’ liberty to travel. THAT SUIT WAS the culmination of nearly five years of effort in trying to work with RTD in updating and equipping its fleet to accommodate the disabled, Blank said. “We thought the best way to change the system was to go through the courts, but that failed,” Blank said Wednesday night. "Now, where do we get the power to change RTD?" John Simpson, director of the RTD, spent four hours Wednesday talking with members of the handicapped group, attempting to persuade them to end their barricade of the buses and discuss the situation through existing channels. “We volunteered to meet with them there or at any other time,” Simpson said. “We have met with them many times in the past," he added. THE COURT DECISION, Simpson said, indicates “what we are doing isn't a violation of their constitutional rights. Our Handy-Ride service is one of the best in the nation. But they say they won‘t go away until every RTD bus has a chair lift on it." In a discussion with one of the demonstrators Wednesday, Simpson said that since 1975, RTD has operated 12 buses specially equipped to serve the handicapped. Eighteen similarly equipped buses are being readied for service “in the near future," Simpson said. And 10 other buses will be provided with equipment to serve the handicapped, hopefully by September, he added. But the coalition of the handicapped maintained RTD's Handy-Ride—a system equipped with wheelchair lifts and stairs-is “foul joke" inasmuch - as it serves only “a handful" of the 1,000 disabled persons on the waiting list. SIMPSON RESPONDED by maintaining there are 700 disabled persons on that waiting list, and many of those have indicated they need only occasional Handy-Ride service. RTD‘s last order for 231 buses, Sim said, specified that the vehicles have wide doors to accommodate the handicapped “when and if it becomes financially and economically feasible." Eighteen of the 231 buses will have wheelchair tie-down devices, and those buses [will] be placed in regular service whenever we're sure they‘re safe,” Simpson said. One of the demonstrators. Kerry Sc[_?__] 25, of Denver, said, “We're paying to support these buses. I have my rights. There's (handicapped) people tied up in homes. They can't get nowhere—shopping, to the movies or sports. In [lndia]neapolis, they have buses for the handicapped and they're running really g[ood.] I don't see why Denver doesn't have the same thing.” GLENN COPP, co director of the Atlantis Community, maintained that RTD Handy-Ride buses pick up the handicapped “only at a certain time and [bring] them only to a certain destination. Using private Ambocab service, [the] disabled must pay $17 for a round trip in the Denver area, Copp said. Blank, who is co-executive director the Atlantis Community for the handicapped, said it was the group's intention to have one of its members arrested to set a precedent. “But even if we busted, I don‘t know where we'd be Blank said. Police records show that one non-handicapped sympathizer, Lisa Wheeler, [of] Corona St., was booked then released on bond early Wednesday morning. She was arrested for failure to obey a police order to move out of the street. [Headline] Wheelchair-bound rider discovers RTD'5 Catch-22 By PHILIP REED, News Staff It was a little like the old song about Charlie on the MTA - a Denver woman got on a Regional Transportation District bus Thursday afternoon, but she couldn't get off for 2 1/2 hours. Unlike the song, where the rider didn't have enough money, Beverly Furnice, 43, of 1135 Josephine St., couldn't get off because the driver wouldn't help in unloading her wheelchair. Furnice, who has arthritic legs that jut straight out in front of her, boarded the bus at East Colfax Avenue and Cherry Street after leaving her job at Atlantis at 4 p.m. Thursday. She had help boarding the bus, but the driver warned her he couldn’t help her with her wheelchair when she came to her stop. Wade Blank, head of Atlantis, said her plight shows that RTD should not put "an inaccessible bus on an accessible route." Normally, Furnice rides a more modern bus that allows her to get on and off by herself. But when short of buses, RTD reverts to the use of older buses, which can't handle all types of wheelchairs. The standoff came to an end at 6:30 pm when an RTD supervisor met the bus at Furnice’s East Colfax Avenue and Josephine Street stop and helped the driver with the heavy electric wheelchair. Blank said the mess was caused by indecision over whether drivers should help the handicapped. He said there should be a policy more clearly defining if RTD is going to serve the public. When the bus neared Furnlce’s stop, two Atlantis in wheelchairs were prepared to board the bus to “ride in sympathy.” But the driver parked the bus and, with the help of the RTD supervisor, helped Furnice to get her wheelchair onto the lift at the front entrance of the bus. The bus driver, who seemed more shaken by the experience than Furnice, refused to say why he didn't offer assistance earlier. He also refused to give his name, but politely asked reporters to step back from the folding doors before the hissed shut. Larry Narey, head of the Amalgamated Transit Union, which represents RTD drivers, said, “It was definitely a setup. s They (Atlantis) are trying to impress on the public that the drivers are insensitive." “But for every war story they can tell, I could tell hundreds of touching stories about how the drivers help and how they feel about handicapped riders," he added. Narey said drivers are required not to leave their driver's seat. But that rule commonly is ignored at the discretion of individual drivers. "Lord, we have even had drivers helping blind people across the street. We want to move people, but there are restrictions. There comes a point where you have to draw the line. The driver in this case is really a very conscientious young man," Narey said. "He feels deeply about helping the handicapped."

Handicapped group sues RTD to have lifts put on new buses By Jerry Brown, News Staff The Atlantis Community for the handicapped and six handicapped people sued the Regional Transportation District Monday in an effort to force the transit agency to put wheelchair lifts on 89 buses to be delivered in 1983. The lawsuit, filed in Denver District Court, alleges that the decision not to put lifts on the high-capacity articulated buses violates: * A state civil rights law stipulating that handicapped people “are entitled to full and equal accommodation, advantages, facilities and privileges of all trains, motor buses, street cars, boats or any other public conveyances or modes of transportation.” * A negotiated 1979 court settlement in which RTD promised to put lifts on 176 buses it had purchased earlier and on all new buses, as required by federal regulations in effect at the time. RTD Executive Director L.A. Kimball declined comment. The lawsuit stems from a Nov. 19 decision by RTD’s board of directors to rescind earlier plans to put lifts on the buses. After members of Atlantis and other handicapped people protested, the board reconsidered the decision in December but stuck by its vote not to buy the lifts. According to RTD, the lifts would cost $1.1 million – or $ 12,571 per bus. Eighty percent of the money would come from federal funds, with RTD supplying the rest. RTD officials have said they plan to use the articulated buses – which bend in the middle and hold about 50 percent more passengers than a regular bus – for semi-express service on heavily used routes. RTD originally ordered lifts for the buses because federal regulations in effect when the buses were ordered required them. But the federal regulations were rescinded last summer.

"Talk,” Judge Tells RTD, Atlantis By Howard Pankratz Denver Post Legal Affairs Writer Citing what he fears to be increased “polarization” between some of the Denver’s handicapped citizens and the Regional Transportation District, a Denver judge Thursday abruptly halted a hearing involved the two parties, called them into his chambers and asked that they negotiate a settlement to their dispute. The unusual action by Denver District Judge Daniel Sparr came in the midst of a hearing on RTD’s request that Sparr ban some handicapped people from engaging in disruptive demonstrations on RTD property and buses. At all cost, said the judge, he wanted to avoid an “us against them” climate. “It appears it is a confrontation that is not going to do anybody any good,” he said. On January 4, 5 and 6, handicapped individuals, some organized by the Atlantis Community for the disabled, demonstrated at various RTD offices protesting a decision by the RTD Board of Directors not to place wheelchair lifts on 89 high-capacity, articulated buses slated to be added to the RTD bus fleet in 1983. Many of the estimated 16,000 handicapped people in the Denver area feel that the district broke a promise to them when the lifts weren’t provided. Sparr said he felt that if he had to issue a temporary restraining order against the handicapped at the end of the hearing it could only lead to increased polarization and animosity between the district and the handicapped, something he said needs to be avoided. The judge noted that if that order, or subsequent orders were violated, it might result in contempt citations, fines and jail terms for handicapped people.

Handicapped reach accord RTD Wheelchair-bound demonstrators and the Regional Transportation District reached an “understanding” Friday in a conflict that led the bus company to seek a restraining order against the demonstrators a week ago. Both sides “agreed to agree,” according to RTD spokeswoman Kathy Joyce, who said they would work out the details of the agreement before the issue comes before Denver District Judge Daniel Sparr on Feb. 2 During that time, Sparr will make no decision on RTD’s request for the temporary restraining order. If a formal agreement is reached by Feb. 2, Joyce said the request would be dropped. The demonstrators began staging a sit-in at RTD’s headquarters Jan. 4 over the company’s decision not to place wheelchair lifts on 89 new buses scheduled for delivery next year. The wheelchair-bound activists were from the Atlantis Community and Holistic Approaches to Independent Living Inc. Several of the demonstrators chained themselves to stairwells in the main lobby of the building at 1600 Blake St., and others blocked the front entrance during the demonstration. Their anger was directed at RTD Executive Director L.A. Kimball, whom they blame for the decision to omit the lifts from the new buses. During the sit-in, the building’s elevators were shut off, making it impossible for the demonstrators to reach Kimball’s office. The demonstrators weren’t arrested, but they were escorted from the premises by police and paramedics. RTD requested the temporary restraining order against the demonstrators after the third day of protest, claiming the demonstration caused “disruption, obstruction and interference.” John Holland, an attorney representing the demonstrators, said the issues that led to the demonstrations are still alive, but that both sides will work out their differences in the next two and a half weeks in a climate of more open communication. He said that during that tie his clients will not be “disruptive.”
