Clinton after this article.] On Monday, October 19, the Clinton/Gore campaign released a policy statement that forcefully supports attendant services for persons with disabilities instead of institutionalization The agreement worked out was the culmination of more than a month's negotiation between the Clinton/Gore campaign and the disability rights group ADAPT. In September, ADAPT contacted both the Bush/Quayle and the Clinton/Gore campaigns about the issue of attendant services. Both campaigns were asked to issue policy statements supporting independence for persons with disabilities through attendant services. A mid-October deadline for the statement was given because ADAPT was going to be In San Francisco for a national action at the site of the annual convention for the nursing home lobby, American Health Care Association (AHCA). While the Bush/Quayle campaign ignored the request, Clinton/Gore worked on a statement that was faxed to ADAPT as they were arriving in San Francisco on October 17. The Clinton/Gore statement went a long way to addressing the needs of attendant services, but was still missing the fact that a major crux of the problem had to with the bias in how federal regulations favor more expensive nursing home care instead of less expensive, more efficient attendant services Without the additional language, ADAPT went ahead with its planned non-violent protest march on Monday, October 19. Over 400 persons with disabilities marched in two `groups`, targeting the headquarters of Bush/Quayle and Clinton/Gore simultaneously. In response, the Bush/Quayle headquarters not only blocked off all wheelchair access to their headquarters, they also installed barricades blockading the entrances outside manned by platoons of police, Over at the Clinton/Gore headquarters no barricades were erected as more than 100 persons in wheelchairs from twenty states occupied every nook and cranny of the headquarters, leaving several dozen protesters lined up outside as police looked on without barricades After several hours of the occupation, an updated version of the earlier statement was faxed directly to ADAPT at the protest, from the Clinton/Gore national headquarters. The new revised statement was read to the assembled crowd of wheelchair warriors by Clinton’s director on national disability policy, Bobby Simpson. The final proposal is a far-ranging progressive document that: (1) persons with disabilities must be given the right to choose consumer-driven, community-based attendant services versus institutionalization, (2) employment as attendants by young women and men will be encouraged as an option under the National Service Trust Fund service to their community, (3) appointing a task force that will submit a reform package within the first 100 days of the Clinton Administration to overhaul federal regulations to remove their overwhelming institutionalization bias and instead propose regulations to make attendant services more available, and (4) the task force will include members with disabilities from prominent disability rights `groups` such as ADAPT. With this victory, the occupation was called a success by both the peaceful protesters in their wheelchairs and the workers of the Clinton/Gore campaign. That was in sharp contrast to the mood at the Bush/Quayle headquarters where the republican campaign refused to negotiate and instead issued a statement that the efforts by ADAPT were 'counter-productive' and 'a disservice to the disabled'. The next day, the mood changed again when California’s budget cuts in the state SSI/SSP of 16 1/2percent and attendant services of 12 percent were the subject of the action. The two sites targeted were the federal building and the state building in San Francisco. The police were caught off guard being stationed only at the state building. The federal protective service in charge of the federal building wasn't ready either. What followed was a declaration by ADAPT that the federal building was being turned into a nursing home for the day with all access in and out shut down. Police responded with mass arrests of 49 protesters in the plaza in front of the federal building as the protesters linked arms and wheelchairs together. The remainder of the group then continued on to the state building. Police had removed troops from the state building to go to the federal building. No arrests occurred at the state building as the group chanted and passed out fliers to passers-by. The 49 arrested were held for the day, ticketed, and released down at pier 38, which the police turned into a huge booking and holding facility. On the final planned day of protests, Wednesday, the AMCA convention hotel was the site of the dally protest. Police arrested 114 persons that day when the driveways and streets in front of the Marriott hotel were blocked by people using wheelchairs. It took hours to transport those arrested back down the pier. This prompted Mike Auberger of ADAPT to comment, "If I knew I would be spending so much time here I would have brought my fishing pole.” When released, the group marched in formation backto their own hotel for a night of celebration. It was a long week of work done getting the message out to the general public about the issue of attendant services as a basic civil rights issue. Among the celebrations held Wednesday night was a special wedding ceremony of two ADAPT protesters from Philadelphia and a musical concert put on by performers with disabilities that lasted into the wee hours. By all accounts, the week was a success. Even the police mentioned several times they were totally unprepared for the dedication and training of ADAPT members during the action to the point of admiration that the protesters never lost sight of why they were there - to expose the inhumanity of locking up persons with disabilities into nursing homes, when attendant services are less expensive, more humane, and let individuals retain their civil rights. the end TITLE: Statement of Governor Clinton on Personal Assistance Services I support efforts to make affordable personal assistance services available to Americans with disabilities. We must ensure that all people have the opportunity to live independent lives. People who have disabilities and have a need for personal assistance services should have maximum control over the care they receive. Personal assistance serves must be consumer driven- they must be met by the needs and desires of the user, not the dictates of the supplier. I believe that personal assistance services are of the utmost importance. I understand that every person has different needs. For this reason, I believe that every person has the right to personal assistance services. I believe that personal assistance services should be provided by a wide range of qualified individuals. In my proposal for a National Service Trust Fund, I have suggested that young men and women who go to college can pay for their education by spending two years working in jobs which serve our community - teaching our children, policing our streets, rebuilding our infrastructure. Employment in personal assistance services should be an option in this program, and I hope thousands of men and women choose it. This is only one of many ways in which we can expand the scope of available services. Personal assistance services should be a part of any comprehensive health care reform plan. For this reason, I intend to appoint a task force, including individuals with disabilities, on the role of personal assistance services and long term care in health care reform. Among other things, this task force should examine the role of federal regulations and funding which creates a presumption in favor of institutionalized care over home and community-based services. I have promised to submit a reform package to Congress in the first 100 days of my Administration. The task force will submit recommendations on reform in that time period. It is time for America to realize that silence on issues of concern to people with disabilities is as damaging as prejudice. As President, I will work with individuals with disabilities to empower people to live independently, I will bring people together and make this plan a reality. - ADAPT (191)

[Headline] Disabled may get aboard some buses VIA Cisneros By David Hawkings, Staff writer After wheelchair-bound protesters clogged downtown streets by placing themselves in front of city buses, Mayor Henry Cisneros vowed yesterday to press for improvements in local transit service for the disabled. The mayor made the pledge after meeting with protesters, who called off demonstrations scheduled last night. But a spokeswoman for the demonstrators refused to completely rule out further action. Before the mayor agreed to meet with the group, about 50 members of the American Disabled for Accessible Public Transit had slowed traffic by creeping across intersection crosswalks and placing themselves in front of VIA metropolitan Transit buses. There were no arrests, though two misdemeanor citations for obstructing traffic were issued. The action by ADAPT marked the third day of protests, which included a demonstration at the VIA headquarters Monday afternoon that prompted 90 buses authority employees to lock themselves in their office. It began Sunday with a demonstration at the Hyatt Hotel, where the American Public Transit Association is holding a regional conference. In a statement, ADAPT said the transit association’s policies are “perpetuating discriminatory transportation systems in cities throughout the U.S.” At yesterday’s session with ADAPT, the mayor agreed to lobby the Reagan administration to reinstate a federal rule -- struck down as a result of a suit brought by APTA -- mandating all public transit be accessible to the disabled. He also said he would urge those in Congress representing South Texas to support funding to help cities pay for making all buses available to those in wheelchairs. The mayor would not, however, endorse an ADAPT position paper “as it is now written” calling for all new municipal buses to be equipped with wheelchair lifts. The devices cost about $10,000. Instead, Cisneros said he would work to get “some buses fully equipped on some routes” and would lobby to get a handicapped person appointed to the VIA board. “Cisneros is obviously someone who’s sensitive to minorities, but the problem is he needs a good deal of education that we are a minority,” Jean Stewart, a spokeswoman for ADAPT, said in an interview after the meeting. Stewart, also one of the two protesters cited, was ticketed near the Hilton Hotel. The other protester cited by police yesterday was Robert A. Kafka of Austin, who allegedly was blocking traffic near the Marriott Hotel. [Headline] The eyes of Texas are on outside agitators -- and a lot of folks from down the street There's never been much love lost between Coloradans and Texans, at least not since those folks from the Lone Star State first wandered into the Rocky Mountains and discovered deep powder in the winter and cool valleys in the summer. As Winnebago after Cadillac after pickup poured across Raton Pass, Coloradans greeted Texans with open cash registers and - increasingly -- ridicule. Our scorn for Texans even reached into the highest office in the state when Governor Dick Lamm greeted his Texan counterpart with this joke: A Texan died here recently and we couldn't find a coffin large enough, so we gave him an enema and buried him in a shoebox. Texans were not amused, though by now they should have come to expect such treatment. We've been squabbling ever since a detachment of Colorado militia turned back a Texas Confederate army at Glorietta Pass during the Civil War. Each summer now we give Texas a chance to even the score down near Alamosa in a rotten tomato battle. OF course we always make sure our army's bigger. That animosity, however, doesn't carry over to the disabled population of the two states. In fact, a dozen or more militant wheelchair activists from Colorado have been rolling onto the streets of several Texas cities during the past couple of years to aid their counterparts in the battle to force Texas transit systems to make their buses wheelchair-accessible. "After Colorado, Texas is out best organized state," Wade Blank, the long haired ex-preacher who helped found American Disabled for Accessible Public Transit (ADAPT) in Denver two years ago. ADAPT chapters have sprung up in several other states, notably Illinois, Maine, and Connecticut, but none have garnered as many active members as Texas. Scores of Texans have blocked buses in San Antonio, Houston, Dallas and El Paso in recent months to focus the attention of the state's media on the lack of accessible buses. Part of ADAPT's success in Texas lies in the fact that there are so few lift-equipped buses in this huge state. Some Texas cities did order accessible buses when the Carter administration's Department of Transportation ordered mandatory accessibility in the 1970s. However, most of these lifts were never used as the American Public Transit Association (APTA), a national lobbying and policy making organization for transit systems, successfully fought the regulation in federal appeals court. APTA maintains that the local transit provider is the best judge of whether or not accessibility is feasible. Adverse climatic and geographical conditions are generally cited as the chief obstacles to lifts. Texas ADAPT leaders point out that few areas in Texas experience severe winter storms and that the state's larger cities are generally laid out on flat plains. That was one of the points wheelchair activist tried to make when they picketed in April 1985 regional APTA convention in San Antonio. A sizable contingent of Coloradans joined those picket lines, leading to a charge by the local newspaper, the San Antonio Light, that the demonstration was the work of outside agitators and that most of the city's disabled population was quite happy with using paratransit. Spot demonstrations and bus seizures soon followed in other Texas cities, while some Texas ADAPT members turned outside agitators themselves by participating in demonstrations at the APTA national convention in Los Angeles in October 1985. Several Texans including Jim Parker of El Paso and Bob Kafka of Austin, were among The dozens arrested. Supporters of lifts point to cities like Seattle and Denver where most of the buses are accessible -- and increasingly free of breakdowns. Denver's Regional Transportation District (RTD) maintenance crew made a few simple changes in some of their lift systems and managed to operate experimental buses without a single breakdown. ADAPT argues that some transit providers have deliberately sabotaged their lift systems to justify removing them. Opponents of lifts argue that paratransit--usually vans that pick riders up at their residences -- is more cost effective. Supporters point to Seattle where the cost per ride on mainline buses is less than $15 a trip, which compares very favorably with the best deals offered by paratransit systems. Convenience is a major factor too, according to Mike Auberger of ADAPT-Denver, who points out that most paratransit systems require two days' advance notice and users might have to travel all day just to keep a 15 minute dental appointment. "Me, I like being able to roll down to the corner bus stop," Auberger said. ADAPT grew out of coalition of Denver disabled groups who were successful in battling RTD over wheelchair lifts. Protestors seized buses and chained themselves to railings at RTD headquarters before the battle was won. Two years ago they went national when their arch foe, APTA, held its national convention in Denver, APTA refused to allow ADAPT to present a resolution to the convention calling for mandatory accessibility until pressure was brought to bear by Denver Mayor Federico Pena, a pro-lift advocate. APTA declined, however, to vote on the issue, and ADAPT picketed the group's 1984 national convention in Washington, DC, in October. Twenty-four protestors were arrested during the demonstration, including Parker. Parker, who was joined in Washington by four other Texans, isn't through with APTA yet. When that group holds its Western Regional Convention in San Antonio April 20, Parker said they can expect almost as many demonstrators as went to Washington. "I can't think of any place in Texas where it (public transportation for the disabled) is as good as it is here in Denver -- in fact it's poor everywhere here. Dallas just decided to buy 200 or 300 new buses without lifts." The situation isn't any better in his home city of El Paso, according to Parker. "It's very poor here," he said. "There are 30 city cruisers here with lifts but the city has shown no desire to use them." Parker thinks too many people in wheelchairs are too passive. "They're not used to pushing people, but we're starting to see some changes." However, Parker points out that Texas is a very conservative state and people -- including the disabled -- are slow to change.
