This shows the group preparing for civil disobedience to pressure swift passage of the bill. Over 100 people were arrested at this protest, which gets less attention than the Crawl but was equally intense. The film is open captioned (as are all videos on this museum site).

[Headline] Disabled People Block Bus at Terminal by Kathleen H. Cooley, Times Staff Writer About 20 disabled people blocked a Trailways bus for more than two hours Saturday at the downtown terminal until the terminal manager agreed to ask a company executive to meet with the disabled group concerning difficulties wheelchair-bound people have with bus travel. The group which represents American Disabled for Accessible Public Transportation (ADAPT), was in town to meet with members of the American Public Transit Assn. today. Representatives of ADAPT said they want a legislation requiring all new buses operated by private companies such as Greyhound and Trailways to be equipped with wider doors, lifts and ramps. Most public transportation operators, including San Diego Transit, provide wheelchair lifts on at least some buses. ADAPT member Claude Holcom bought a ticket to Los Angeles, but when Trailways' personnel told him they would have to fold his wheelchair and carry him to his seat, Holcom declined to board the bus. "We don't think a person should have to be carried aboard a bus," said Wade Blank, one of the protest's organizers. “It's very dehumanizing. They’re taking away their legs." Blank and fellow ADAPT member Mike Auberger said the group is trying to draw attention to the frustrations of traveling by bus and being in a wheelchair. Although both Trailways and Greyhound buses are not equipped to handle wheelchairs, Blank said ADAPT met with Greyhound officials last week to discuss the possibility of fitting new buses with lifts. “This is a symbolic protest, just like the civil rights protests of the '60s, but we have the right to travel the same as anybody else," Blank said. "The wheelchair is like somebody's legs." The Los Angeles bus, with its two passengers, was scheduled to leave the C Street station at 4:15 p.m., but by the time terminal manager Fred Kroner arrived and negotiated with the ADAPT members, it was nearly 7 o'clock before it departed. The two passengers appeared surprised and baffled by the protest and by queries from members of the news media. One man opted to go to the Greyhound terminal two blocks away and catch another bus rather than wait out the protest. The other passenger, Mich Galloway, 23, said he was sympathetic to the group wanting equal access to buses and waited patiently until the protesters dispersed. “I see where they are coming from." Galloway said. "I hope something is done about it." After several phone calls to the Trailways corporate offices in Dallas proved fruitless. the ADAPT members agreed to accept from Koner the name, address and phone number of the company‘s public relations officer. who they intend to call Monday. "l really can't do anything about the situation. l'm just this terminal's manager." Koner said.

June 1989 ROLL CALL Page 11 [Headline] CORD Reps Join ADAPT in Philadelphia to Support Third Circuit Ruling Amy E. Hasbrouck & Kent Killam When the Third Circuit Court of Appeals in Philadelphia handed down its landmark decision in February — mandating lifts on new public transit buses, and eliminating the 3% cap on spending for access -— only three of the 12 judges ruled in the case. Usually such rulings stand unchallenged, but in this case the Bush administration chose to file a motion to have the decision reheard, according to Bill Henning, Director, and Kent Killam, an Organizer/Advocate at the Cape Organization for the Rights of the Disabled (CORD). On Monday, May 15, all 12 judges heard arguments in a suit filed by American Disabled for Accessible Public Transportation (ADAPT) demanding “meaningful” access to public transit for people with disabilities. Over 50 disabled rights activists turned out in Philadelphia over the preceding weekend to voice support for the original ruling, and objection to inaccessible public transportation. Many local activists were on hand for the weekend protests, including, Bill Henning, Michael Early, Killam and several others from CORD; BCIL member Leo Lucas; Fred Zepernick, an organizer for the Cape United Elderly; and Brian Shea, a member of BCIL’s Consumer Affairs Committee. Killam described what happened when the protesters arrived in Philadelphia on Friday afternoon. “We marched into the courthouse requesting to see the U.S. Attorney [Baylson] for the Philadelphia District," he said. “We could only get five people in through security, because they said the Attorney’s office was small. It got a little heated with security, and at one point we wound up blocking the metal detector and the gate. If they weren’t going to let us in to see the attorney and then we said ‘no one was going.’ They dragged chairs away, and we would wheel right back in.” Killam said the scene ended with Baylson phoning Attorney General Richard Thornburgh who was assisting the Department of Transportation (DOT) on the case. Baylson also met with the activists in the Ceremonial Court, an accessible courtroom on the first floor where the hearing would be held on Monday. “He said he had placed the call and expressed our concerns; how important this decision is for persons with disabilities to get out and be able to mainstream, the disabled term for integration. We were here showing our support and trying to express how important it was that this decision not be overturned.” Killam said Baylson sounded receptive. “On Saturday at 1 p.m. we gathered outside the courthouse on Sixth and Market streets," Killam continued. “We decided we wanted to ride the bus to New Jersey. To sum it up, we had three buses blocked." Bob Kafka of ADAPT crawled onto a bus at curbside, and as a second and third bus arrived, each was blocked and one demonstrator would leave his or her chair and climb onto the bus. Killam said when the second bus arrived, “The bus driver was holding up his hands saying ‘OH NO, not me!’ If they were smart they wouldn’t’ve let him through. We blocked that quarter of the intersection, traffic was blocked, people were pissed. They wound up having to let the motorists drive one at a time on the sidewalk. We plastered the buses with ADAPT stickers. “I didn't crawl on initially,” said Killam, who volunteered when another activist could not continue. “Toward the end I wasn't thinking much. I was thinking of what we had accomplished. And hoping it would make a difference, come Monday.” The police called the media, a press conference was held, then the demonstrators cleared the street. No arrests were made, and the police were very cooperative, according to Killam. “I felt people around were getting the point. I'm not sure if the proper people got the point." Killam said that one TV station gave the event limited coverage. “That night it was like a 25 or 30 second clip. ‘Bunch of radical gimps block buses’ that was about it." CORD Director Henning summed up the message of the action: “Without lifts on buses, the only way we can get on was to crawl.” On Sunday the group gathered in front of Independence Hall. Many people wore Revolutionary War costumes tri-cornered hats and white wigs. Someone also carried an ADAPT flag which resembles the American flag except that stars are arranged to form the international symbol of accessibility. The group marched around the two-block perimeter of Independence Hall. “When we were having the march a lot of people were applauding and taking pictures," said Killam. “Much better response on Sunday than on Saturday; we weren't blocking the buses." The march ended in the Liberty Bell pavilion. “We decided to rename it the Access Bell, as a lot of organizations have adopted it as their trademark. “We then marched across the street to the courthouse and did our all-night vigil. It started raining a little, but the building had an overhang. Different TV stations showed up. One station did a beautiful piece on the 11 o’clock news. One crew came at four in the morning to get footage for their 6:15 morning news on Monday. No one tried to make us leave. “Monday morning finally rolled around, and we went inside the courthouse to wait for the hearing. I'm told the hearing went well. Tim Cook, the attorney for ADAPT, did an excellent job! He was very to the point, well-worded, his thoughts were well organized, and he answered the questions very well. The DOT attorney was just mediocre." Bill Henning noted some highlights of ADAPT ‘s presentation. “Tim argued that federal statute guarantees access and so all buses must have lifts. Providing lifts is not a hardship economically and without lifts, there is extreme discrimination. The opposing attorney said it would be an undue burden to provide lifts." Henning wondered if crawling onto a bus is not an undue burden? He said it could be up to four months before the decision comes back, and described some possible outcomes. "They have a number of options, which range from accepting the original decision, to reconsidering it and issuing an entirely new decision." Henning said all the actions were designed to raise consciousness. “To that effect I think it was extremely well done," he said. “There was national attention on the event. This is an important decision because what it filters down to is that separate is not equal. It's vital that there be popular support. A lot of activists put themselves on the line for the cause."

Fourth Wave Magazine (Washington University) [This article continues in ADAPT 729, 721 and 739, but it is included here in it's entirety for easier reading.] Wheelchair Warriors Story and Photographs by Jan Neely Editor's note: Last May, Fourth Wave editorial intern Jan Neely and I flew to Chicago for our first ADAPT demonstration. ADAPT (or American Disabled for Attendant Programs Today, as it is more formally known), first took to the streets 12 years ago in Denver, Colorado, to fight for wheelchairaccessible public transportation. Today, with the passage of the ADA securing transportation access, ADAPT has taken on the nursing home industry, institutions and the United States government in an attempt to provide community based personal attendant care and housing to all persons with disabilities in all 50 states. People are basically lined up waiting to move out. Article begins: DAY ONE: ADAPT arrives in Chicago. Its my first demonstration and my first job as a photojournalist. "Click, click" goes my camera. Everybody else may look cool. but I'm shakin' in my shoes. Try to picture 300 people (most in wheelchairs) on the same mission. No pro-nursing home advocate is safe here! I feel as if I've just entered THE ADAPT ZONE! Actually, the first day was mellow and taken up with pre-action planning. ADAPT doesn't have any membership rules or requirements. You just have to believe that people with disabilities have the right to live without putting up with abuse of any kind. I'm real excited because this is the first group I've ever been involved with that has people with all kinds of disabilities, not just developmental disabilities. DAY 2 Here's ADAPT (photo 1) blocking the doors of the auditorium in hope of catching Dr. Sullivan when he leaves. The Chicago police and the Secret Service put up barricades and pushed back the activists. Victoria Medgyesi, editor of Fourth Wave and my traveling buddy, used her press pass to get into where Dr. Sullivan was to ask him some questions. He refused to talk to her about Medicaid, ADAPT or nursing home abuse. Usually ADAPT doesn’t go around the country crashing graduations, but this one was different (photo 2) Here we are at the University of Chicago where Dr. Louis Sullivan, Secretary of Human and Health Services, is speaking to students who are going to be medical professionals. For the past two years, ADAPT has been trying to talk to Dr. Sullivan about redirecting 25 percent of the Medicaid budget for personal attendant care into a home-based program. But he has refused to talk to ADAPT or to change the rules. As the graduation crowd went in, ADAPT passed out flyers. As l told one person, “What if you become disabled someday? What if your family couldn't take care of you?" As for the police, at this time they just stood back and watched. One of the reasons ADAPT has public demonstrations is to make the public aware of what's important to people with disabilities. Actions like this keep us going to meetings back home even though what we say is usually ignored. DAY 3 The next day we went to one of ADAPT's all time favorite places to "act up": the state office of Health and Human Services. It was only a few blocks away from our downtown hotel. so all 300 of us got in a single line and went for a little walk. Did I say little? Wait a minute. a line of 300 people in wheelchairs plus their supporters? Little? I will admit it was the most incredible thing I have ever seen. ADAPT does not stop when it goes on one of its “little walks." It does not stop for lights, trucks, cars, cops, or anything else. It also goes right down the middle of the street. But that's not to say ADAPT isn't nice, oh no! All along the way ADAPT gave the people of Chicago (who lined up on the curbs to watch as we wheeled and walked by) little gifts of knowledge: flyers with the real scoop on nursing homes. It was a thrill to watch ADAPT in action. When the whole group got to the Federal building, it was a big mess. We blocked off streets and almost shut the building down. As ADAPT told the police, the media and all the people who gathered; “We declare this building a Federal nursing home... only this time, no one goes in or out without our permission! " The reason many activists do this is because they once lived in nursing homes and other institutions and know how bad those places are. Boy, can I relate. I have mild cerebral palsy and I’m lucky to have always lived at home. But will I always be lucky? I feel that as long as there are institutions, they will be a threat to the kind of life my friends and I want to live. This laid-back looking guy is Mike Auberger. He is one of the original ADAPT activists. ADAPT may look like a bunch of disorganized hippies who lost the map to Woodstock 20 years ago, but the opposite is true. In Mike's backpack is one of ADAPT's three cellular phones and the base walkie-talkie! Bill Scarborough, an activist from Texas, keeps the computer nerds in the know by sending the word out from his laptop computer to computer bulletin boards across the country. ADAPT also has a media person who goes to whatever city ADAPT is demonstrating in several days ahead to let people know whats going to happen. After nine long hours of blocking the building's doors, representatives from HHS finally agreed to meet in the street with ADAPT. It turned into a regular media pow-wow. Activists told the administrators and the media what was needed by people with disabilities. We talked and they listened, but I have a feeling the concern I saw on those experts' faces was just the same old B.S. All of ADAPT's demonstrations are non-violent, but they are important battles in a war fought by people who are fighting to lead decent lives. The possibility of being arrested did make me nervous. It made me feel a little better when ADAPT told the new people that, if you got arrested, the group would never leave you alone. They said ADAPT would tell the cops your needs, get you a good lawyer, and stay on the outside of the jail chanting so you would know ADAPT was with you. DAY 4 As l was getting dressed I thought to myself “Today ADAPT is taking on the AMA." Oh God. what have l gotten myself into? l mean the AMA! The Big Brother of the medical world; the people who are not only in charge of admissions to nursing homes, but who are also in charge of giving prescriptions to people like me. I thought: What if my doctor saw me and did not like what I was doing with ADAPT? Would he stop giving me my blood pressure pills that I can't afford to buy? What would happen then? What about the others? Aren't they in the same boat? I got a lot more out of my trip to Chicago than just a story and a few good pictures. I met some people who are important to the disability rights movement. I felt accepted and I came home with the feeling that together we can really change things. People with disabilities need to keep talking. We need to demonstrate. We need to tell the so-called "experts" the real truth and try not to be too afraid while were doing it. Five hundred strong ADAPT took on the third largest city in the United States, Houston Texas, which is home to the third largest nursing home corporation in the nation, Living Centers of America, LCA. As if anticipating ADAPT’s impact, Houston had record high temperatures of over 95 degrees each day. But ADAPT’s stalwart troops withstood the melting temperatures for one of the hottest actions yet! Action started Monday morning as wave after wave of wheelchair warriors reached the front door of Living Centers of America. Transporting these record numbers was quite a trick, especially since Houston’s traffic is known for bumper to bumper log jams on the maze of highways which crisscross its 596 square mile face. Living Centers of Americas corporate headquarters stand alone on the feeder road of IH-10. As if built for defense, this industry giant is surrounded by flat grassy fields, impossible to approach undetected. Clearly everyone could not gather before we entered the building, so speed was of the essence for the first arrivals. Unloading with efficiency learned from experience, the leadership team and first arrivals rushed through the front doors and the lobby. Building security began to realize something funny was going on. As they insisted we sign-in the guest register, we piled in the elevators and headed up to the eighth floor to find LCA corporate mogul Edward Kuntz and his cohorts. Last year, in Texas alone, Living Centers amassed $39.28 million in revenues after allowable expenses, according to state human services department cost reports. Nationally, LCA increased their net revenues $185 million, 26%, from 1994 to 1995. Over 50% of their revenues come from Medicaid and other public funds. And 100% came from the lives of people like you and me who do not have a fair choice to stay at home and with attendant services. Insert footnote: When reporting this to the public, ADAPT of TX used to use the term profits, but the Texas nursing home industry threatened to sue us if we used that term. FYI The American Heritage Dictionary defines profits as "the return received on a business undertaking after costs have been met." Your guess at the difference is as good as ours. [back to article] Kuntz and his top level cronies personally pulled in over $2 million in salaries and perques in 1994. This cozy financial package allows Kuntz’s family to live in a genteel little village on the outskirts of Houston. On another much less prosperous edge of Houston, over 200 kids with disabilities are kept on the second floor of the "Thomas Care Center" one of Living Centers’ nursing homes. Fenced in with barbed wire, some do not even leave the grounds to go to school. This is just one of the 209 nursing homes with over 24,000 beds which help pay for the comforts of Kuntz, his staff, board and shareholders. The second wave of ADAPT’s activists went to deliver some barbed wire to Kuntz’s home (since it was apparently good for the kids at Thomas Care Center we figured his family deserved the same protection) but found that -- learning of our plan in advance -- the family had moved down the road a ways. Helpfully, a neighbor phoned the Kuntzes with the unpleasant news of our attempted visit. [Subheading] MEANWHILE, BACK AT THE OFFICE Back at the eighth floor of corporate headquarters, the first arrivals headed into the offices to seek out Kuntz. Doors were locked in our faces and one man pulled a sofa across a hallway to block our passage. However, it was obvious our message had already penetrated the office. ADAPT’s chants rang through their halls, and downstairs van-load after van-load of ADAPTers kept pouring into the building, packing the lobby. Houston police, apparently unable to arrest people in wheelchairs, tried to negotiate, Kuntz hid for the first few hours, but as the building owner grew more and more tense, Kuntz was forced to respond. ln paternalistic frustration police arrested five people who could walk (some with disabilities that were not visible ones.) Negotiations progressed at a snail’s pace, while the police dragged hundreds of ADAPT members out of the building. In the end, Kuntz agreed to meet with representatives from each of the ADAPT `groups` that had come to Houston. The police delivered him outside, where he read a typed, prepared statement of the same old tired lines AHCA folks always use. [Back to article] [Subheading] BACK TO THE BEGINNING The Houston event started Sunday with a day of workshops and a Housing Forum with HUD Secretary Henry Cisneros. The workshops were an excellent exchange of information on everything from promoting state versions of CASA (the Community Attendant Services Act, ADAPT’s draft legislation) back home, to developing real housing opportunities for people with disabilities. Justin Dart welcomed ADAPT and Cisneros to his old stomping grounds: Texas. At the forum Cisneros seemed to pick up on many housing issues and was supportive of "visitability" (adaptive or universal design offering basic access so people can visit family, friends, etc.) in addition to better alternatives and more consumer control. However, he was either unwilling or unable to see the problem with HUD sponsoring finance packages for nursing homes and other institutions. In fact he referred to nursing homes as a housing opportunity for older Americans, and seemed to think because people were older they would somehow require such "housing." Clearly, the Secretary’s understanding of disability discrimination is superficial -- at best. More education will be necessary. [Subheading] WE’RE HERE, WE’RE THERE, WE’RE EVERYWHERE Tuesday dawned with the same blistering heat as before. But ADAPT activists were as fired-up as ever to tackle the day’s targets. With over 500 people we could again divide and hit two places in one day, thereby reinforcing our message to the target, namely the leadership of the party in power, the Republican party. Speaker Gingrich and his cohorts still had not lived up to his promises to introduce CASA and include its principles in Medicaid reform proposals. Despite its adherence to the professed Republican values, the party generally has ignored the benefits of CASA: supporting family values, cost effectiveness and getting government out of people's lives. [Back to article] Half of ADAPT headed for the Harris County Republican Party, and half for the district office of Tom Delay, the US House of Representatives’ Majority Whip (they guy who lines up the votes in favor of the Contract on America). [Subheading] NO ACCESS TO THE REPUBLICAN AND DOLE ELECTION HEADQUARTERS The two actions worked like a charm. ADAPT surrounded the converted gray house where the Harris County Republican Party Headquarters are located. Ironically, this inaccessible building was also the Presidential Campaign headquarters for Dole, who sells himself as the "disability candidate." After quite a wait staff finally located Gary Polland, Chairperson of the Harris County Republicans. In the meantime, ADAPT folks sang the staff numerous versus of "Deep in the Heart of Texas," ADAPT style (see below) When Polland arrived he was very receptive to our demands. He understood that our reform proposal CASA, met many of the Republicans’ goals, and that choice of services was the way to go. He faxed the letters to Dole, Gingrich, Delay and others regarding our concerns and promoting support of our CASA. He also spontaneously offered to have ADAPT representatives present our proposed Party Platform language to the Texas Republican Party Platform Committee when they met to prepare for the state Convention. [Subheading] DON’T DELAY, DELAY All of the 200 crack ADAPT troops who went to Representative Delay’s office managed to get inside the building unhindered, and most made it up to the second floor where Delay had his office. ADAPT’s negotiators were tough, at one point wadding into a ball a draft statement Delay’s staff offered and throwing it back across the table at them. After intense lengthy negotiations, Delay produced a letter committing that he would meet with ADAPT. [Subheading] FREE AT LAST Around midnight that night the last of the five arrested and jailed the first day were released to a rowdy welcoming home crowd of ADAPTers. [Subheading] DAVID AND GOLIATH On Wednesday ADAPT went all together to confront the potentially largest and most heinous enemy of long term care. This menace, lurking just on the horizon, is corporate managed care; this time in the form of one of the industry giants -- Cigna. Although police had spotted us gathering in a nearby empty parking lot, as van load after van load of activists unloaded, they could not stop us as we began to roll. Cigna is one of the biggest insurers handling managed care, a real mover and shaker in the health care arena. As both private and public health care systems move closer and closer toward the managed care model, many problems are surfacing for people with disabilities who have health care needs. Not least among these are the needs for long term care. Long term care is not considered as profitable as acute health care and therefore is less desirable to the managed care corporations. They tend to try and "cream" the most profitable services and ignore the rest. Marching in the front doors, we headed for the elevators to the 12th floor. Leaders demanded to see the CEO as ADAPTers kept filling offices after office and hall after hall. Once the 12th floor was packed, people went for the 11th and 13th floors, and still the lobby remained full of chanting protesters. We took building security and occupants by complete surprise. Working upstairs, a mother of a child with a disability heard the protest and came down to thank ADAPT for lighting for her son. "I worry about him having to go to a nursing home someday. It’s a frightening thought!" she said, and she is right. After some masterful negotiations upstairs and several rounds of ADAPT’s "Deep in the Heart of Texas" from those downstairs in the lobby, Cigna’s Houston CEO Richard Todd, came down to read their letter agreeing to meet with ADAPT to discuss our concerns. The air rang with cheers for ADAPT’s third day of victories. The building chief of security said to one of the day leaders that he was not too happy with our tactics, but the protester pointed out to him that training like this would have cost him over $1,000 a day, yet we had given it for free. [back to article] [Subheading] HAVE NO FEAR, ADAPT IS HERE With the largest numbers we have ever had, ADAPT was tested in our ability to work as a team. Each local group had worked hard and in almost every case was able to bring more activists than ever before. Many new faces and many new places were among us. Our people were tested in our faith in one another, and learned the strength we can harness when that faith is kept. Despite some wrinkles, we bested the tests of heat, lack of elevators and transportation. People put up with half hour long waits to get down from the hotel rooms to the staging area, inaccessible vans with make-shift ramps, long cross-city trips on Houston’s traffic-jammed highways, police targeting walking protesters, and record high temperatures and humidity. We put up with these hassles to get across a message, FREE OUR PEOPLE. Acting together ADAPT, once again, was a force to be reckoned with. ADAPT’s message was sent to as many players as possible: day one to the private corporations who seek tremendous profits from the current warped system, day two to the political forces which could effect change but don’t, and day three to those who seek to control the system as it moves to "public- private partnerships." Jr. in Selma, Alabama. Wade didn't know what to expect. However, the experience imbued him with a vision of civil rights which he would never forget. Later. working in the youth wing of a nursing home, he understood clearly that the same issues, freedom. equality, and justice, were at stake for people with severe disabilities. Throughout his life, Wade Blank strove to obtain independent living opportunities and equal access for people who had lone been denied these basic civil rights. Wade died at age 52 on Feb. l5. I993. in a swimming accident in Todos Santos, Mexico, where he was vacationing with his family. He was trying to save his 8 year old son. Lincoln. An undertow made the rescue impossible; both Wade and Lincoln drowned. Wade is survived by his wife, Mollie; his daughter. Caitlin, 6; and his adopted daughter, Heather, 22, who has a disability. All members of the Blank family were actively involved in the disability rights movements that Wade helped launch. On Feb. 2l. a memorial service drew 1,100 people to Denver's Radisson Hotel. the site of the first national protest by American Disabled for Accessible Public Transit, or ADAPT. the grass roots, direct action disability rights movement Wade co-founded. Wade and Lincoln were remembered as spirited, loving people committed to social change. A neighbor remembered Wade helping her fix a broken lock late one night; she recalled Lincoln leading other children in a rousing chant during a make-believe demonstration on his front porch. Wade's colleague Shel Trapp quipped. “lf Heaven is inaccessible. God is in big trouble." Wade believed in the leadership potential of even the most severely disabled activists. He pushed his followers to take charge of the movement, even when it would have been easier to dominate it himself. His ability to alternate between a directive role and a supportive role from manager to attendant. from mentor to messenger kept Wade close to his people. lt also had a tactical value: At a 1991 demonstration in Colorado. police were vainly searching for someone to hold responsible for several dozen unstoppable wheelchair wielding protesters. An officer asked Wade. “Are you in charge here?" "No." Wade answered. “I just help people go to the bathroom." Drawing on his background as a pastor of a diverse and active parish, Wade taught the value of community. He brought people together across disabilities, classes, races, ideologies and other differences. ln ADAPT. Wade created a true community. welcoming anyone committed to the movement's vision of justice. During national actions, people from across the country exchange experiences and expertise. offer each other encouragement and strength, meet friends and even start romances. Just getting to the sites of national protests requires enormous energy expenditures and a myriad of logistical details for people with disabilities, many of whom use wheelchairs. On long. grueling caravan drives across country. Wade met those needs with humor and gentleness. He drove tirelessly, navigated, did attendant care, pumped gas, made fast food runs, hauled suitcases and battery chargers, repaired wheelchairs, even brought coffee to everyone’s rooms in the mornings. When we grew exhausted and short-tempered. he buoyed us with affectionate teasing and terrible, recycled puns. He kept the troops moving, both on the road and during protests. with encouragement, bad jokes. and calm confidence. Protests will be tougher without Wade's bold creativity, irrepressible sense of humor, and reassuring presence. But the movement won’t die with Wade. He knew that. “King‘s organization’s mistake was that they hung it all around his neck,” he told an interviewer last November. “What happened to the movement? It lost its definition. King gave it its definition. If I would get knocked off tomorrow or die of a heart attack, it wouldn’t slow us down a bit. We know what we’re about, and the movement would go on with the same intensity.” In 1971, Rev. Wade Blank arrived in Denver after 10 years of preaching and organizing in the Midwest. He had graduate degrees in divinity and was an ordained Presbyterian minister. But his radical activities had gotten him in trouble with the church authorities and he had been fired from his parish. His experiences had included hosting meetings of the Kent State chapter of Students for a Democratic Society (SDS); helping Vietnam War draftees flee to Canada; and organizing African American youths to demand community water and sewage systems in conservative Twinsburg Heights, OH. Wade was burned out and not sure what he wanted to do next. He ended up at Denver’s Heritage House nursing home, where he tried to make institutional life bearable for young disabled people. He quickly realized that such confinement could never be acceptable. He was fired from his job, but stayed in touch with several of the young residents. Eventually he helped 11 of them move into their own apartments. At first, Wade himself provided all his clients’ attendant care, until finally the State of Colorado agreed to fund home health care services for people living independently. This was the beginning of the Atlantis Community (named for a forgotten continent), today a thriving independent living center in Denver. Even in their newly won freedom, the Atlantis founders discovered barriers to independence all around them. Public buses were inaccessible, so the community members became activists. One July 5, 1978, with Wade’s support and guidance, 19 disabled people blocked buses overnight in the busy intersection at Colfax and Broadway to demonstrate their demand for lifts on buses. Protests continued until, in June 1983, Denver committed itself to a fully accessible bus system. Last summer, the city laid a plaque at the Colfax-Broadway intersection, engraved with the 19 activists’ names. Characteristically downplaying his own key role in the demonstration, Wade asked that his name not appear on the plaque. Wade once described his role this way: “That’s what my job is, to assist my people in gaining the power to make change." Throughout his years of service to “my people,” Wade worked to build strength and leadership among disability activists. Emboldened by success, the Denver activists carried their demands for bus access to the entire nation. Wade‘s vigorous encouragement and organizing skills had helped to transform a group of powerless nursing home "patients" into a band of effective revolutionaries. Now that same savvy spirit found a warm reception among disabled people who were tired of segregation and exclusion. A new movement was born, with the fitting acronym ADAPT, or American Disabled for Accessible Public Transportation. The first national ADAPT protest took place at the Radisson in October, 1983. The nation's transit officials were meeting at the hotel when disabled protesters blocked every entrance. Similar demonstrations throughout the country, involving the blocking of hotels, office buildings, and buses, focused public attention on the fact that access to transportation was a basic civil right denied to people with disabilities. Subsequent protests refined ADAPT ’s brand of protest. With his 1960s civil rights experience, Wade taught his followers how to stage protests that were non violent but direct and confrontational. In the hands of people with severe disabilities, these tactics were astonishingly effective. ADAPT activists baffled police officers, and filled jail cells, in dozens of cities. The public, and ultimately the powers that be, had to respond. The idea of people with severe disabilities, and their allies (including Wade), risking arrest again and again some as many as 20 or 30 times proved not only impressive, but persuasive. After nearly a decade of such protests, ADAPT achieved its goals for the nation’s transit systems. The Americans with Disabilities Act (ADA) included mandates for bus and rail services. All new bus purchases must now be lift equipped, just as Wade and his cohorts had demanded. But before it passed, the ADA became stalled in the U.S. Senate and was in danger of being defeated or weakened by amendments. Wade organized a “Wheels of Justice” campaign that included three days of marching, demonstrating, and civil disobedience. Some 150 people were arrested in the Capitol rotunda. Within a few weeks, the ADA passed the full Senate, and was signed into law by President Bush on July 26, 1990. But Wade and ADAPT spent little time celebrating. They knew there was still much to be done. With over a million people still languishing in nursing homes, ADAPT immediately launched its new campaign, demanding the shifting of federal Medicare/Medicaid funds from nursing homes to in home attendant services that would allow people disabled by birth, accident, illness, or age to live independently. The meaning of the acronym, ADAPT, did just that it adapted. The letters now stand for American Disabled for Attendant Programs Today. The old battle cry, “We Will Ride!,“ was replaced with a new one: “Free Our People NOW!” In a recent interview, Wade said, “My whole commitment in life is to eradicate those nursing homes, to destroy them, bring them down. We will.” He didn’t live to see that goal realized, but he shared that vision with hundreds of others. In the process he helped create a movement that will continue the fight to “Free Our People.” Laura Hershey, freelance writer and poet, is an ADAPT activist.
