Title: Wade Blank: A smooth ride Occupation and activities: Wade Blank is the founder of Atlantis Community. a group that helps severely disabled people live on their own, outside of nursing homes. He is a Presbyterian minister who helped draft resisters flee to Canada in the 1960s and organized the disabled to fight for their rights in the '70s and '80s. During one demonstration he and several people with disabilities took sledge hammers to a city curb, to show the problems people in wheelchairs have getting around on city sidewalks. "My goal is for the community to understand," he says. "And understand that will be a long process.“ Age: 45. Birthplace: Pittsburgh. Marital status: Married, with a one and a half year-old son and a 15-year-old daughter. Worse job: “I worked for Sparkle Wash Truck and Mobile Home Wash. l went out and washed semi-trucks and mobile homes -- a wash and a wax ior $20." Car: 1977 Dodge wheelchair van; 1972 Volkswagen bug. Favorite vacation spot: Moab, Utah. Favorite music group: Talking Heads. Favorite movie: Apocalypse Now. The worst part of my job: “Trying to get the state to reimburse me for the services we've provided." I first became interested in the problems of the disabled: "When I started as an orderly in a nursing home in 1971. I was going to work every day and asking myself, if I was disabled, is this the way I'd want to live the rest of my life? One of the things that shook me to the core: There was one woman, she was 20 years old with polio and she was going back to high school we (had) filed an action to force the school systems to accept the disabled in school she couldn't deal with her classmates knowing she lived in a nursing home. She committed suicide. That's when I decided to bail out of the nursing home model. What can you do to make a nursing home more acceptable? You just can't." Most painful experience: “When that woman committed suicide. She hung on about 10 days. I remember going to St. Anthony's, watching her on the breathing machine and hoping she'd make it. It was almost my personal guilt; people said, ‘if you wouldn't have subjected her to the outside world, if the nurses had total control (at the nursing home), this kind of thing never would have happened.' When they told me she stopped breathing, I had to take a leave of absence." One thing I can’t stand: "Suits and ties." Nobody knows I’m: "Sentimental." Most irrational act: "When I first came to Denver. I hung around people against the (Vietnam) war. We were going to shut down 16th and California (with a sit in). I sat down. And when the police said, ‘Move,’ everybody moved except me. To this day. when I saw everybody getting up, I don't know why I didn't get up and move." My biggest regret: “That people come into your life and go out of your life and that we can't maintain constant friendship with everybody." Worst advice my parents gave me: "You can change the system from within." My most embarrassing moment: “I was preaching at this church. It was a hot July day and a congregation of very elderly people. l said, ‘For the closing hymn, will everyone remain seated.‘ We always sang Stand Up for Jesus at the closing hymn. So here's the congregation sitting there singing Stand Up For Jesus. I don't know lf anybody figured out the irony of the situation, but I sure did." If I could change one thing about myself: "I'd be less compulsive." A final word: "All the disabled want is to live like everyone else. That's all we represent: the right to ride public transportation, the right to go into any restaurant to eat, the right to have enough money to survive, like everyone else. My daughter is 15 years old and in a wheelchair. l have the same hopes for her that anybody else does. that she should be able to go to school and move around the country just like anybody else."

Title: A True Activist Wade Blank was raised in Canton, OH, where he learned to be a Cleveland Browns football fan. a condition that caused him great pain throughout his life. He earned the equivalent of a doctoral degree in theology from McCormick Seminary in Chicago, where he was ordained a Presbyterian minister. After seven years as a minister, he decided to take a year off for “human service" and became an orderly in a nursing home. His experiences there with young adults with disabilities led him to establish the second independent living center in the nation in 1975—the Atlantis Community. Wade Blank dedicated almost 20 years of his life to fighting for civil rights for people with disabilities. The members of ADAPT—the disability rights organization Blank founded will continue the battle in his memory. Blanks first years in his efforts to win civil rights for people who have disabilities were spent eliminating attitudinal and architectural barriers in Denver. Beginning with l2 young adults with disabilities who were placed in a nursing home for lack of any other options, Blank led them on an exodus into their own homes in the community, where he successfully persuaded the legislature to fund needed personal care assistance outside an institution for the first time. Since then, the Atlantis Community has liberated more than 900 people with severe disabilities from institutions and other sheltered settings and provides the services and support they require to maintain themselves in the community. Once the people of Atlantis entered the "free world," they found that society was completely unprepared to include them. So Blank and his friends set off to integrate Denver. The public buses they needed were inaccessible to wheelchairs. Blank led training sessions and actions that escalated from addressing the transit board to civil disobedience, blocking the buses people with disabilities couldn't ride. This seven-year campaign resulted in a 100% accessible bus system that offers affordable, self determined transportation to over 30,000 riders with disabilities in the area, and it developed an assertive group of people who vowed to fight for and win full and equal rights in their society. As the reputation of Denver as the most accessible city in the nation spread, activists from every state began to call for advice and help. ln1983, Blank founded ADAPT (American Disabled for Accessible Public Transit) as a training project. The dramatic actions of ADAPT members have generated publicity that has raised awareness of disability rights throughout the nation, trained over 1,200 activists in the “fire” of civil disobedience, and provided the political muscle behind the Americans with Disabilities Act. When the right to access to public transit was won in 1990, ADAPT’s name was changed to American Disabled for Attendant Programs Today. The new focus is on winning a federal mandate and funding for personal assistance services for every person with a disability in the nation who needs such help to live independently. Blank and his son Lincoln drowned on February 15, 1993, off the Baja Coast. The people of ADAPT will continue the struggle for this essential victory in their memories until all Americans with disabilities have the opportunity to choose to live independent lives. —By Molly Blank

The Denver Post - Tuesday October 26, 1976 [Headline] Housing Sought By Handicapped Seven members of the Atlantis Community for the handicapped in Denver have been moved into their own apartments throughout the Denver area, but more apartments are needed, an Atlantis spokesman said Tuesday. Wade Blank, Atlantis codirecter, said the move of the physically disabled into their own apartments increased the independence that Atlantis is attempting to foster among the disabled. One or two-bedroom apartments are needed for Atlantis residents who are confined to wheel chairs, Blank said. The apartments may be furnished or unfurnished, he added. The Atlantis staff, on duty 24 hours daily, visits members of its community who are in their own apartments to make sure that their daily living needs are met. Apartments also are sought for the disabled who are facing loss of their independent living situation unless they can receive services such as Atlantis provides, Blank said. Apartments for the disabled, Blank said, should have doors at least 28 inches wide, an entrance that has no steps or just one or two steps that can be fitted with one of Atlantis' portable ramps. Interested apartment owners, landlords or managers may call Atlantis at 893-8040 between 10 a.m. and 4 p.m. weekdays. An Atlantis member will meet with the landlord, and apartments that are suitable will be listed in an apartment guide for the disabled, Blank said.

[Headline] Atlantis Needs Help The eight handicapped persons living in Denver's Atlantis Community are proud people. They are seeking to sustain themselves to the best of their ability; that's why they are living in the experimental community now called Atlantis. But already, just as their attempt toward some degree of personal independence begins, they find themselves stymied by slow-moving bureaucracy. The eight had moved into a group of apartments at Las Casitas Housing Project in West Denver to establish a degree of self-determination above that offered in the nursing home where they formerly lived. They took up residence June 1. But despite early preparations to make sure their Social Security checks would arrive without interruption, several of the checks have been delayed and the continued operation of the program tor the next few weeks is in question. The burden will be increased by the move of six more handicapped persons July 1 into the Atlantis Community. If their checks, too, are delayed, the program will be in even more serious trouble. Now—through no fault of their own-the residents of Atlantis find themselves asking for temporary help. Persons wishing to help may become a founder member of Atlantis by donating $10 or more to Atlantis Community, 619 S. Broadway, Denver 80223 or 1232 Federal Blvd., Denver. In return, donors will receive Atlantis’ annual newsletter detailing the community's activities and will know that they have helped a worthwhile cause. Volunteers also may aid residents in shopping for groceries, washing clothes and other activities. Persons wishing to help may call 297-3056 or 893-8040. When the crisis is over, the Atlantis residents hope to return to their dream: self-sufficiency.

As Mr. Antonitsch points out in his proposal, housing the handicapped in nursing homes has proven unsatisfactory. Constructing a facility such as the Atlantis Community will help encourage their assimilation into society by providing a specialized rehabilitation center. Atlantis will fill needs that otherwise would be neglected. I urge your acceptance of Mr. Antonitsch's program. It is a giant step toward a long overdue goal -- helping the handicapped become full and productive members of society. [Headline] Make Atlantis Work With a newfound militance mixed with not a little nervousness and a bit of tear, eight young persons recently moved into their first apartments. What made them different? All possess severe physical handicaps; all moved from the protective atmosphere of nursing homes which they had grown to find stifling. The little group moved into renovated apartments at Las Casitas complex in the 1200 block of Federal Boulevard. On July 1, they will be joined by six others. Atlantis Community, Inc., as they call their new venture was born of a small sum of "seed" money from Dr. Henry Foley, director of the state Department of Social Services, and matching federal funding. If the program works—if the young people are able to successfully live in a semi-protected, semi-free community environment—it is hoped that it will be expanded.

[Headline] Debbie Tracy fighting to acquire knowledge By Sue Lindsay Roll Two years ago Debbie Tracy couldn't tell time. Today she reads the newspaper every morning. Her IQ has increased by 45 points. The source of her improvement was two years in a Denver public school specializing in special education. But Debbie, who was born with cerebral palsy and spent most of her life in institutions for the disabled, is 21 now and Denver school officials say she's too old to remain in public schools. They cite a state law saying the school district is required to educate children only up to age 20. Forty wheelchair-bound young adults converged in front of the school administration building at 900 Grant St. Wednesday to demonstrate their support for Debbie’s right to more education in Denver public schools. Debbie's mother, Elaine Jacoby. says she'll go to court if necessary to fight what she sees as a violation of her daughter's civil rights. She threatened to sue the Denver Board of Education, the state Institutions Department and the State Home and Training School in Wheat Ridge, where Debbie lived for nine years, for misdiagnosing her daughter's mental capacity and depriving her of an education. DEBBIE SEES HER PLIGHT more simply. "I want in go back to school,“she said. "l like it there. I've been learning all kinds of things I didn't know before." Supporting Mrs. Jacoby and Debbie in their fight in the Atlantis Community, an organization which works to remove the severely disabled from institutions and place in jobs and apartments throughout the community. "Debbie is an adult who has been deprived access to the education that would give her the skills she needs to be independent," said Mrs Jacoby, who is divorced from Debbie's father. “l am not asking the taxpayers to finance her until she is prepared for college. But I feel that the Denver public schools owe Debbie more than two years of very basic education before they throw her out into society. I fail to see why my child should be denied what every other child has simply because she is not able-bodied." Mrs. Jacoby said Debbie is a victim of the state's failure to meet the needs of handicapped children. She said Debbie was prohibited from attending public schools and even special education schools because cerebral palsy, a disorder which affects the muscles, had left her without bladder control. For five years, Mrs. Jacoby said she repeatedly tried to get Debbie into public schools. DEBBIE ATTENDED THE United Cerebral Palsy Center for five years. But Mrs. Jacoby said the training there was at pre-school level, directed toward a future in a sheltered workshop. "This was not an acceptable goal for my daughter," Mrs. Jacoby said. During this period, numerous psychological tests were conducted. When Debbie was 10, her mother placed her at Ridge Home. "I thought she would receive educational and social programming that was adequate, but I found again that programs available to able-bodied children," she said. When Debbie turned 19, things began looking up. The state passed the Handicapped Children's Act which, since 1975, has required public schools to provide education for handicapped and disabled persons aged 5 through 20. Debbie moved out of Ridge to the Atlantis Community at 2965 W. 11th Ave. and entered Boettcher Elementary School, a special education facility within the Denver school system. Her progress was remarkable. "When we got her from the Ridge she didn't know her alphabet, she didn't know her colors, she couldn't tell time," said Wade Blank, an executive director of the Atlantis Community. "Now she’s alert and able and eager to learn. She reads the Rocky Mountain News. Debbie had an IQ of 50 when she got out of Ridge. Two years later her IQ is 95. That says a lot to us.” She now functions at the level of a third or fourth grader, according to Blank. “We know she would be a normal functioning adult if only she had been given the opportunity to develop," he said. “Instead, the state shoves everyone into state homes where they vegetate just because they happen to be confined to wheelchairs. It has nothing to do with actual mental ability. " But Debbie is now 21. She has been told that she can no longer attend Boettcher or any other Denver public school. Mrs. Jacoby has appealed this decision to everyone from the Boettcher school principal to Supt. Joseph Brzeinski. LAST WEEK MRS. JACOBY received a letter containing the school officials’ final decision. Debbie could not be allowed to continue to attend Boettcher. But the letter, from James M. O'Hara, executive director of the Department of Pupil Services, suggested that other alternatives existed for Debbie at the Cerebral Palsy Center,the Emily Griffith Opportunity School and at private community agencies. "None of these alternatives are adequate". Mrs. Jacoby said Wednesday in front of the board's headquarters. "They do not meet Debbie's needs. Debbie is not ready for the Opportunity School, but she needs more than the Cerebral Palsy Center can offer. “For 21 years, I’ve put up with empty answers from school officials. I’ve talked and talked to people whose minds are already made up. They aren’t used to persons like Debbie living independently. They're used to them being institutionalized. Debbie can do better than that and I want her to have that chance.”

[Headline] Plan Drawn For 14 With Handicaps A workshop to discuss a proposal to move 14 severely handicapped adults from nursing homes to their own apartments will be sponsored by the Atlantis Community, Inc., at 1:30 pm, Wednesday, April 9 in room 807 at 1575 Sherman St. Host at the workshop will be Dr. Henry A. Foley, director of the State Department of Social Services which is monitoring Atlantis’ early-action program with the Denver Department of Health and Hospitals and the Denver Housing Authority. The workshop will focus on the specific roles and relationships of governmental and private agencies in meeting the needs of the seriously disabled. Atlantis Community, Inc., is a nonprofit organization working to create an independent-living facility in the Denver area for the severely handicapped.

RTD Executive Promises To Try Wheelchair Bus Travel Firsthand ATLANTIS From 1-B The Handi Ride, 12 buses which provide curb-to-curb service for 150 handicapped persons each day on a flexible schedule, was to have been eliminated in July. It will be retained for the rest of the year, Kimball said. Starting in July, 334 buses equipped with wheelchair lifts — plus the Handi Ride - will circulate on more than two dozen routes, the RTD official said. Specially equipped buses now operate on only 11 routes. He also promised that the Handi Ride program would continue until another program has been developed. The official also told the group that “RTD alone can’t solve all (their) transportation problems" and urged them to think in terms of a “regional consensus” of agencies dealing with the disabled. He also suggested that they seek state funding. Spokesmen for the Atlantis Community for the disabled, one of the parties to the lawsuit, on Wednesday declared the Handi Ride shouldn't be phased out, and many attending the session agreed. They included Don Burton, executive director of United Cerebral Palsy, who said he feared many disabled persons would lack access to community services; Barb Sokol, a social worker with Western Dialysis Center, who said other transit alternatives weren't “as reliable or flexible,” and a number of handicapped persons, who asked for continuation or expansion of the service. Teresa Breda, executive director of Holistic Approaches to Independent Living (HAIL), said, “In no way do I want Handi Ride to stop. “But that’s just one segment of transportation services tor the disabled,' she noted, adding that it was “one part of a lot of needs.”
