Paralyzed from the waist down and confined to a wheelchair as a result of a congenital spinal defect, Fowler expressed concern that the strike could jeopardize her efforts to obtain a high-school-equivalent diploma. Fowler is one of Denver's 16,000 physically handicapped residents, most of whom are in wheelchairs. They are among the hardest hit by the strike, according to Bob Conrad, a co-administrator of the South Federal Boulevard office of Atlantis Community Inc., an association formed to help mentally and physically disabled Denver residents. THOUSANDS OF THESE people were dependent on RTD for transportation to and from their jobs, Conrad said. A lot of them, stranded by the strike, fear they may lose their jobs. “People are really beginning to worry about that," Conrad said. “We've gotten a lot of calls from disabled people wondering how they can get rides." Fowler makes a living by tutoring at the Atlantis Community learning Center for the disabled. That hasn't proved to be a problem. On Mondays, Wednesdays and Fridays, she can wheel herself to the Atlantis office on 194 S. Federal Blvd., a few blocks from her home. It's no problem getting to the Atlantis Office at 429 Bannock St. either. She works there Tuesdays and Thursdays. One of the other employees picks her up and takes her home in a van. That's when she does her grocery shopping. But getting to the Community College of Denver Auraria campus, where she is working on her GED (general equivalency diploma), is another matter. WITHOUT THE BUSES to take her, she hasn't been able to go to school since the strike began. She's been in the GED program for a year, and now she's afraid she might flunk. "So far, I'm doing good in school, but if I miss too much, I‘ll be behind," said Fowler, from her wheelchair on the back porch of the Atlantis Bannock Street Center “As long as I keep reading and do some math every day, it’s not too bad." Still if the RTD strike continues much longer, Fowler said that she may get so far behind that getting her diploma will be impossible. She's [unreadable] degree in December, then go on to a job. She attends classes Tuesday through Thursday mornings, [unreadable]. Unfortunately, said Fowler, the strike came at a time when she was making progress in her reading comprehension.

Red Rock Journal, Community College of Denver, vol.1, number 2, April 12, 1977 HEW Occupied Disabled Demand Rights by Jim Walker Will the forgotten minority finally be heard? Last Tuesday about one hundred and fifty disabled people gathered in front of the Federal building to demand their rights by protesting the delay of the signing of a bill by Health, Education and Welfare Secretary Califano. Between bursts of chanting and sign waving, several disabled participants lodged verbal protest against the delay. Ingo Antonisch, the executive director of the Mayor's Commission on the Disabled along with Don Galloway, the executive director of the Governor's Advisory on the Handicapped were also there to voice their discontent. Lyle Peterson, master of ceremonies, lead the group in the chanting of "We Want our Rights," while converging onto a downtown street. Clad with wheelchairs and crutches and a stretcher they continued to hold up traffic for about fifteen minutes until Denver police came to break it up. During the detainment of downtown motorists, one parking lot manager, James Chidlaw, started to detour traffic through his lot. In doing this, he came in conflict with a demonstrator named Dennis Wilcox. Chidlaw allegedly assaulted Dennis, throwing him out of his wheelchair. The manager was later cited in county court for two charges of assault. The crowd then proceeded to block the halls of the HEW regional offices on the 10th floor of the Federal Building, where Wade Blank, director of the Atlantis Community, and the participants of the rally demanded that a call be placed to Washington and the conversation be put on the portable intercom system. Califano supposedly was unable to talk at that time and passed the buck on to one of his assistants, who in turn told the angry group that the secretary intended to sign the bill after he had read it carefully. Ingo Antonisch then got on the phone and said, "We hear the message but we want to see the action." Nearly four years has gone by since Section 504 of the Federal Rehabilitation Act was made into law in 1973 under the Nixon administration. The handicapped have fought secretary after secretary under Nixon and Ford and are tired of being shoved around. “It takes $25,000 minimum price to rehabilitate a person from a spinal cord injury, yet we are thrown out into society and left there to hang and dry with our guts in the wind," said one angry protestor. The law when it takes effect, will grant the same rights as racial minorities and women as it does for the disabled. There is another rally scheduled for the 29th of April at the State Capitol. Perhaps there will be more than one person in attendance from Red Rocks Campus. [Headline] Wheel-Chair Group Gets Capitol Sympathy by Rykken Johnson A group of handicapped persons in wheel chairs looking for a “charismatic” figure to champion their cause for better care didn't find one in the governor’s office Thursday. The group, called The Organization of Disabled Adults and Youth (TODAY), met with a shirtsleeved Gov. John Vanderhoof for about 40 minutes to discuss problems faced by handicapped individuals and ways to reduce the difficulties. TODAY asked Vanderhoof for his support in channeling more state funds to improve staff and facilities at nursing homes and institutions for physically, mentally and emotionally handicapped persons. [Subheading] SYMPATHETIC EAR The governor listened solemnly, said he sympathized, reported that the state has been making strides for handicapped persons and will continue to do so, thanked the group for coming and told its members to drive carefully on the way home. None of the wheel-chair visitors as much as smiled at the sendoff from the governor's office. Outside, a couple of them replied with a flat no to a question if they thought they had found a leader for their cause. The meeting with Vanderhoof concluded a two-day rally by about two dozen individuals in wheel chairs from Heritage House and other nursing homes. The rally took place in front of Services, 1575 Sherman St., and the State Capitol. The organization, through seven members who met with Vanderhoof, didn't help its efforts by tying its plea to the employees’ strike at the Colorado State Hospital in Pueblo. Vanderhoof and other state officials have been battling with the strikers and their union for more than a week over pay for the state hospital staff. Although the state gained a court injunction on grounds the strike is illegal, some hospital employees Friday were still observing the walkout. TODAY spokesman Vic Stiefel, 29, told Vanderhoof that TODAY backs the strikers because the organization feels staffing is inadequate and pay too low at state institutions and that state reimbursement through state-administered Medicaid is too skimpy for private nursing homes like Heritage House to be effective. But the governor couldn't make the connection between pay and reimbursements, saying the dispute in Pueblo is a budgetary consideration and the nursing home difficulty a welfare consideration. Furthermore, Vanderhoof said, the state has made a “tremendous movement” to overcome architectural barriers against disabled persons and also is trying to influence the federal government to loosen its guidelines on Medicaid. The governor continued that under his program to restructure state government he is trying to get the state to deal more effectively with problems of the handicapped. [Subheading] 'NOT FAR ENOUGH’ Vanderhoof said the state "has come a long way over the last 8-10 years, but we haven't come far enough or fast enough". He said he would "pledge himself to problems of the handicapped. “We are moving in the proper direction but it's not going to happen overnight", he added. Later, in the governor‘s office, Wade Blank, a Heritage House employee who accompanied the disabled individuals said TODAY members were enthusiastic about chances that Vanderhoof will support “a good medical program." Blank disagreed that pay at institutions and reimbursements at nursing homes aren't connected, as Vanderhoof contended. "No matter what he says,” Wade said, “the state sets the reimbursement rate for the money a home gets.” He said one of the major problems at homes is that staff pay is low, that it doesn't go up very fast and that aides "burn out” in a few months and leave.
